Site work and paving for a mixed-use development in Riverdale, Iowa. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

The proposed project consists of the full reconstruction of Bellingham Street matching the existing roadway typical section with storm sewer replacement and partial improvements to the adjacent multi-use trail. The project limits generally run from State Street to 75 feet southeast of the CPKC Railroad Crossing. The scope of this design includes work in the CPKC ROW, including approach pavement, but does not include the design of the 10-ft rail crossing itself or signal modifications. The design and construction between State Street and a point 75 feet northwest of the CPKC crossing will be funded by the City, and the portion that is 75 feet on both sides of the crossing will be funded by a grant through the State of Iowa State-Aid Grade Crossing Surface Repair Fund. Preference will be given to products and provisions grown and coal produced within the State of Iowa. Bidders must submit a fully completed and accurate Bidder Status Form with the Proposal. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. The City of Riverdale will affirmatively ensure disadvantaged business enterprises will be afforded full and fair opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin. Payments will be made on the basis of estimates prepared by the Contractor and approved by the Engineer, with 97% of the work completed during a payment period compensated and the remaining 3% retained in accordance with the Iowa Code. The City of Riverdale will issue a sales tax exemption certificate to the Contractor for all material purchased for incorporation into the project. The roadway will be closed to through traffic from October 5, 2026 through October 19, 2026, and must be fully open to traffic no later than October 19, 2026. The Contractor shall substantially complete the overall project by Friday, October 30, 2026, defined as all utility, grading, underground work, traffic signal cabinet installation, and paving construction completed, with the streets and sidewalks fully open to traffic. The Contractor shall fully complete the overall project within sixty (60) calendar days of the substantial completion date, defined as all topsoil placement, stabilization measures, required testing, and all other improvements completed and ready for final acceptance. The City of Riverdale reserves the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
