City of Westminster invites qualified and experienced professional engineering firms to submit an SOQ in response to this RFQ for on-call professional engineering design services for roadway improvement projects. City intends to retain one or more qualified firms to support the planning, design, permitting, bidding, and construction support of capital improvement and maintenance projects involving City streets and related public infrastructure. The selected consultant(s) shall be capable of providing complete roadway project delivery services, including civil engineering design, topographic survey (if requested), pavement engineering, geotechnical investigation, utility coordination, traffic engineering, signing and striping, traffic control plans, ADA curb ramp design, drainage and water quality design, cost estimating, technical specifications, bid support, and construction-phase engineering support. City reserves the right to issue work on an as-needed basis by written task order. Selection under this RFQ does not guarantee a minimum amount of work. Responses and Addenda Issued if Necessary September 2, 2026 The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
