The City requests a proposal for a water and sewer rate study and shall include the following scope of work. The proposal shall include all services that can be expected for developing a five-year rate schedule for water and sewer services, conducting community outreach, preparing and participation in Proposition 218 protest hearings along with assistance in the printing and mailing of Proposition 218 notices, and presentation to the City Council.
