**As of April 10, 2025 the project was awarded to Strawser Construction, , with an awarded amount of $386,750.25** The City of Auburn is accepting written proposals for the Auburn Engineering Department's 2025 Blanchard Road Reconstruction Project. SCOPE OF WORK The following scope of work is being proposed for the 2025 Blanchard Road Reconstruction Project for the City of Auburn. The scope of work is a brief overview of the expected extent of work on each street included in this contract. This is only a proposed scope with associated estimated quantities. Items, extent and entire streets may be added or deleted as work progresses or to meet the available funding for this work. Blanchard Road - Route 4 to End Proposed dimensions: 2,340' x 16'-20' with 1' gravel shoulder Install/Replace proposed cross culverts and driveway culverts Box cut the road for installation of geotextile fabric, 12" - Type D, and 3" - Type A. Fine grade to 2% crown and superelevate areas shown on plans. Pave with 2" of 12.5mm HMA base, and 1.5" of 9.5mm HMA surface. Pavement shall be backed up with 3/4" shoulder gravel where curbing is not proposed. Butt joints shall be constructed at affected intersections. Match driveway aprons. 12" Type A gravel, 2" 12.5mm HMA base, 1" 9.5mm HMA surface Install concrete slipform curbing as show on plans Reestablish ditching and inslopes. Common borrow to be used in areas to decrease roadside slopes Loam, seed and mulch disturbed grass areas and as directed Reset existing mailboxes The City reserves the right to accept or reject any or all proposals in whole or in part and to waive any informality the City may determine necessary. The City also reserves to itself the exclusive right to accept any proposal when it is deemed by the City to be in its best interest. The City of Auburn is governed by Title 1 M.R.S.A. 401-410, otherwise known as the Freedom of Information Act, which considers bid specifications as public documents. In awarding any proposal, the City may consider, but not be limited to, any of the following factors: Bidder qualifications, price, experience, financial standing with the City, warranties, references, bonding, delivery date, and service of Bidder. Vendors/Contractors shall be current on all amounts due to the City of Auburn prior to the City entering into any contract agreement. All proposals must include FOB to Auburn, Maine unless otherwise specified. Liquidated damages of $500/calendar day will be assessed on uncompleted work. A bid bond shall be submitted with appropriate bid forms in the amount of 5% of the total contract value. Also, payment and performance bonds will be required from the contractor who is awarded this contract. Retainage in the amount of 10% will be held from each progress payment and shall be released at the discretion of the Engineer. Payments shall be made by the City to the Contractor 30 days after receipt of the request for payment.
