Deicing Stormwater Treatment System The City of Bangor (City) requests proposals for maintenance/upgrades to portions of the Bangor International Airport's (BGR) existing stormwater treatment system. Specifically, this project is primarily associated with maintenance of the Containment Pond area above the dam located southeast of the intersection of Godfrey Blvd. and Union Street in Bangor and referenced in Civil Drawings and Notes attached as Appendix B. Previous phases of work (IIII) have focused on BGR's deicing stormwater treatment system, located upstream of this area. Phase IV will include four (4) tasks described in Section X. Specifications. The work must be done in accordance with all drawings and notes within Appendix B, and must be substantially completed by November 30th, 2025. Incidental work, such as follow-up stabilization may be completed in the spring of 2026, if necessary. Questions Due July 8, 2025 4:30 PM - Any questions must be directed in writing to bids@bangormaine.gov ; The City will provide a response by July 10, 2025 at 4:30 p.m. Notice of Award /Bid Hold No later than Aug 23, 2025 4:30 PM A. Task 1 - Containment Pond Sediment and Debris Removal / Disposal 1. Removal of accumulated sediment and debris in the area located between the Containment Pond dam and Maine Avenue. All excess material will be removed, and the cross section of the containment area and upstream Domestic Canal shall be returned to the original design specifications as detailed on Sheet 2 of Appendix B. Elevations and grading are a compilation of the original design (2009) for the area upstream of the Containment Pond dam and currently available lidar data. Existing conditions will likely include a significant quantity of accumulated sediment given that the channel has not been dredged since its construction in 2009. All sediment, debris, and vegetation removal and disposal (off-site) will be the responsibility of the awarded Bidder. 2. Removal of sediment and stone clogged with sediment in the concrete bench drains located on both the northern and southern sides of the Containment Pond, followed by the replacement of any damaged perforated piping (as needed) and specified stone to return these structures to their original design specifications, will also be required. The steel grates on top of the concrete bench drains should be reused, unless damaged during removal for cleaning. These specifications are detailed on Sheet 2 of Appendix B. 3. Flow diversion (in the form of driven piles or coffer dams) and project phasing (detailed on Sheet 2 of Appendix B) will be necessary to minimize erosion and sedimentation to downstream waterbodies (Birch Stream) during this task. The type and configuration of flow diversion will be at the Proposer's discretion but must be approved by the City prior to the commencement of the project. 4. The final stage of this task will require the completion of appropriate stabilization. Stabilization methods are detailed in the specifications (Detail A3, C1, and D1) and the Notes found on Sheet 2 of Appendix B. All excavated material will be dewatered (as needed for transport) and disposed of off-site. 5. Includes the following line items, which are referenced on the mandatory Bid Form (pages 10-15). a. Mobilization - priced per lump sum (LS). b. Adequate erosion and sediment control measures to protect adjacent natural resources in accordance with all State and local regulations - priced per lump sum. c. Confirm the location of all existing utilities in the field - priced per lump sum. d. Dewatering and flow diversion - priced per lump sum. e. Sediment and vegetation removal and disposal - priced per lump sum. f. Remove and replace bench drain stone, as required, following sediment removal - priced per cubic yard (CY): Approx. 50 CY in total. g. Remove and replace perforated piping in concrete bench drains, if damaged or deemed necessary following the completion of Bid Form - Task 1 - Items 5 and 6, due to sludge contamination - Priced per linear foot (LF): Approx. 220 LF in total. h. Restore all vegetated areas, stabilize and return all areas disturbed during the project to original design specifications - priced per lump sum. B. Task 2 - Containment Pond Access Installation 1. Upgrades to the existing maintenance access path adjacent to the Containment Pond Dam to provide for safe access to the Containment Pond's existing trash rack for maintenance activities. These upgrades include the installation of a tiered walkway and handrail meeting the specifications (Detail B1) included on Sheet 2 of Appendix B. 2. These tasks include the following line items, which are referenced on the mandatory Bid Form (pages 10-16). a. Adequate erosion and sediment control measures to protect adjacent natural resources in accordance with all State and local regulations - priced per lump sum. b. Confirm the location of all existing utilities in the field - priced per lump sum. C. Task 3 - C&L Aviation Ramp Outfall Repair 1. Involves repairs/maintenance associated with the existing stormwater outfall located northeast, across Utah Avenue from the C&L Aviation Ramp, and detailed on Sheet 2-3 of Appendix B. The repairs involve tree removal, replacement of a failing section of 12" diameter storm drain pipe at the outfall location, and stabilization of any disturbed areas using loam, seed, and mulch or geotextile and riprap, as appropriate. 2. Safe access for sampling (stone path or approved other) to the outfall shall also be installed. Stone access shall consist of a minimum of 5' wide, 3" D50 riprap, no steeper than 1:4 (with a flatter slope being preferred), or an acceptable alternative approved by BGR. 3. This task includes the following line items, which are referenced on the mandatory Bid Form (pages 10-16). a. Adequate erosion and sediment control measures to protect adjacent natural resources in accordance with all State and local regulations - priced per lump sum. b. Confirm the location of all existing utilities in the field - priced per lump sum. c. Excavation and replacement of 12" diameter storm drain piping - priced per linear foot (LF): Approx. 40 LF maximum. d. Stabilize the outfall area using geotextile fabric (Mirifi 180N or similar) and angular rock (d50 6") and install safe outfall sampling access (geotextile and stone, steps, etc.). Access specifications to be provided by contractor and reviewed and approved by BGR staff prior to installation - priced per lump sum e. Stabilize and restore all vegetated areas disturbed during the project following original design specifications - priced per lump sum. D. Task 4 - International Canal Check Dam and Bank Stabilization 1. Installation of riprap for bank stabilization adjacent to the stone gabion check dams in the International Canal drainage system adjacent to the southern portion of Utah Avenue. The location of this work is depicted on Sheet 1 with construction details on Sheet 3 of Appendix B. This task is being completed to repair and avoid future erosion from stormwater flows bypassing the existing stone gabion check dams referenced above. 2. This task includes the following line items, which are referenced on the mandatory Bid Form (pages 10-15). a. Adequate erosion and sediment control measures to protect adjacent natural resources in accordance with all State and local regulations - priced per lump sum. b. Repair and stabilize the slopes adjacent to the existing stone gabion check dams using geotextile fabric (Mirifi 180N or similar) and angular rock (d50 9") - priced per lump sum c. Stabilize and restore all vegetated areas disturbed during the project following original design specifications - priced per lump sum. P25-67 (AP)
