The project includes constructing a new 6'wide sidewalk along Maine Avenue in Bangor, Maine, and will include some concrete curb replacement, new catch basins, storm drain and other incidental work. The Project is located along a portion of Maine Avenue starting at Hammond Street and extending northerly 0.90 miles to Texas Avenue, Bangor, Maine. All questions regarding any of the above items are to be directed to the bids@bangormaine.gov email. Questions will be received until 4:30 PM on Wednesday, August 27, 2025. An addendum will be posted to the City website on Friday, August 29, 2025. Description of Work The work contemplated under the terms of this contract consists of the following general items of work: Excavate existing material, place fill and new gravel where needed and pave with 2 inches of 9.5mm HMA pavement(by others), as shown on the plans. Remove trees as shown on the plans(by others). Remove and reset or place new curbing as shown on the plans. Provide new ADA compliant detectable warning fields (by others). Install new catch basins and stormdrain as shown on the plans. Loam and seed and perform other work as shown on the plans, such as remove and relocate signs and utility light pole Each bidder must submit with their bid a certified check, bid bond or cash in the amount of 5% of their total bid price as their guarantee that the bidder will enter into the Contract, if awarded. Said check, bid bond, or cash will be returned to all except the two (2) lowest bidders immediately following the opening of bids, and the remaining sureties will be returned after the Owner and Contractor have executed the Contract. If the Contract has not been awarded within thirty (30) days of the bid opening the surety will be returned at any time thereafter to any bidder who so requests, so long as they have not been notified of the acceptance of their bid. Simultaneously with his delivery of the Contract to the Owner, the successful bidder shall deliver to the Owner an executed Performance Bond and an executed Labor and Materials Bond, each in the amount of 100% of the total bid price, as security for the faithful performance of the Contract and for the payment of all persons performing labor or furnishing materials in connection therewith. These bonds shall be on the prescribed forms and shall be furnished by a surety company or companies listed on the current Circular 570 of the U.S. Treasury Department which company or companies shall also have a record of service satisfactory to the Owner, shall be authorized to do business in the state of Maine and shall be independent of the contractor. All work shall be completed by June 20, 2026. After which time liquidated damages will be assessed at $650.00 (dollars) a calender day. The right is reserved to reject any and all bids or to waive informalities or defects in bids if it is deemed to be in the best interest of the City of Bangor. Basis of award of the Contract is determined by the lowest qualified bidder.
