Site work for a water / sewer project in Portland, Maine. Completed plans call for site work for a water / sewer project.
The work under this contract is to provide all labor, materials, equipment, and incidentals necessary for the installation of 39, 12-inch diameter timber piles/ASTM D25, Southern Pine around three sides of the CAD cell. Timber piles must be installed at a maximum spacing of 60 feet on center. Each pile must be embedded to a depth of 30 feet below the existing mudline to ensure adequate stability and support for the turbidity curtain system being installed under a separate contract. Top of pilings will be at an elevation of 20' MLLW. Pilings will be installed 10' horizontally beyond the top of slope of the CAD cell. See Attachments for basis of design and design plans. Work to be completed by 10/24/2025. Work does not include installation and maintenance of the turbidity curtain, which will be completed under a separate project. US Army Corps of Engineers and Maine Department of Environmental Protection permits are pending and will be forwarded upon receipt. Each bid must be accompanied by cash, certified check of the bidder, or a bid bond, duly executed by the bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of five percent (5%) of the bid. The bid bond shall be executed or countersigned for the surety by a person who is a resident in the State of Maine and who has current power of attorney for the surety. The bid security will be returned to all except the three lowest bidders within three days after the opening of bids, and the remaining cash, checks, or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the Contract, or, if no award has been made within 90 days after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as he has not been notified of the acceptance of his/her bid. The successful bidder shall supply the City with a Performance Bond and Labor and Material Payment Bond, each in the amount of the contract price, guaranteeing one hundred percent (100%) performance of the contract, including the guarantee period and free and clear of any and all liens, attachments and encumbrances. All bonds shall comply with the requirements of Maine state law. The City reserves the right to waive any informalities in bids, to accept any bid or portions thereof (bidders are advised to note this and quote accordingly) and to reject any or all bids should it be deemed for the best interest of the City to do so. The City reserves the right to substantiate the bidder's qualifications, capability to perform, availability, past performance record and to verify that the bidder is current in its obligations to the City, as follows: Pursuant to City procurement policy and ordinance, the City is unable to contract with businesses or individuals who are delinquent in their financial obligations to the City. These obligations may include but are not limited to real estate and personal property taxes and sewer user fees. Bidders who are delinquent in their financial obligations to the City must do one of the following: bring the obligation current, negotiate a payment plan with the City's Treasury office, or agree to an offset which shall be established by the contract which shall be issued to the successful bidder. Bid date notes: Email attachments must not exceed 25MB total; you will receive a confirmation email from bidsubmit@portlandmaine.gov if your submission is successful. Bids shall be submitted on the City provided proposal form, being signed with the firm's name, and bearing the handwritten signature or e-signature of an officer or authorized individual having the authority to bind the company to a contract by his/her signature.
