Plow and/or Remove Snow for the City of Portland, Maine The final cut-off date for applications will be December 31, 2025. The City of Portland, Maine, is accepting applications from contractors to provide various pieces of SNOW PLOWING and/or SNOW REMOVAL EQUIPMENT with operators, and associated laborers, as described herein, and to provide said services as may be requested, on an "on call" basis. All applicants are advised that the City makes no guarantee (except as described in the following paragraph) as to the amount of work to be generated by this agreement. Contractors will be called in on a rotating basis, based on the City's specific needs and based on the amount of equipment, crews and their respective prices stated in the application. The length of the contract will be from the date of its signing through May 31, 2026. The City will offer a guarantee of eight (8) hours of work to front-end loaders and graders (see specific requirements listed below under item # 5) when called in to respond to snowstorms for the 2025-2026 season. Based on the lowest bids presented, the City will offer a guarantee of eight (8) hours of work for up to twelve (12) committed front-end loaders. The City will give preference to loaders that have a plow and wing but will provide the stated guarantee for up to a total of twelve (12) loaders (with or without a wing) when called in. The City will also provide the eight (8) hours of work guarantee for up to two (2) graders when called in. Question Deadline 09/09/2025 Questions regarding this Bid must be submitted in writing to the Purchasing Office no later than five working days prior to the scheduled opening date. They may be mailed or e-mailed to krc@portlandmaine.gov. Any changes to this Bid will be made by the Purchasing Office only and will be sent to those companies on file in Purchasing. The City shall not be responsible for any oral interpretation given by City employees, other than in the Purchasing Office, concerning this solicitation. Applications from vendors not registered with the Purchasing Office may be rejected; receipt of this document directly from the City of Portland Purchasing Office indicates registration. Should a vendor receive this Invitation from a source other than the City Purchasing Office, please contact 207-874-8654 to ensure that your firm is listed as a vendor for this service. The City reserves the right to waive any informalities in applications, to accept any application or portions thereof (applicants are advised to note this and quote accordingly) and to reject any or all applications should it be deemed for the best interest of the City to do so. The City reserves the right to substantiate the applicant's qualifications, capability to perform, availability, past performance record and to verify that the applicant is current in its obligations to the City, as follows: Pursuant to City procurement policy and ordinance, the City is unable to contract with businesses or individuals who are delinquent in their financial obligations to the City. These obligations may include but are not limited to real estate and personal property taxes and sewer user fees. Applicants who are delinquent in their financial obligations to the City must do one of the following: bring the obligation current, negotiate a payment plan with the City's Treasury office, or agree to an offset which shall be established by the contract which shall be issued to the successful applicant.
