Locations: Stroudwater River Trail Owls Nest Road, Portland, Maine Outline of Work: The work under this contract is to provide all labor, materials, and incidentals necessary for the placement of a City-owned 75 foot long pedestrian bridge across the Stroudwater River, as shown in the contract documents. The City owned pedestrian bridge is located at the project site. The work includes, but is not necessarily limited to, providing abutments, placement of the City-owned pedestrian bridge to span the Stroudwater River, construction of timber ramps and steps to provide access to the bridge from the existing trails, and provide all other incidental work or materials as may be shown in the plans and/or described in the specifications. The proposed abutments will be comprised of timber pile-supported abutments with a concrete cap. There are three mandatory bid alternatives to utilize a timber abutment supported by helical pile foundation for East, West, or both abutments. This project is funded, in part, with a Recreational Trails Program grant from the U.S. Department of Transportation (USDOT), Federal Highway Administration (FWHA) through the State of Maine, Department of Agriculture, Conservation and Forestry, Bureau of Parks and Public Lands. Question Deadline 10/02/2025 All questions shall be directed in writing ONLY to the Purchasing Office at the above address and be received by noon, at least five business days prior to the bid opening date (FAX 207-874-8652, or email krc@portlandmaine.gov. Responses from the City that substantially alter this bid will be issued in the form of a written addendum to all bid holders registered in the Purchasing Office. Oral explanations or interpretations given before the award of the contract will not be binding. Bids from vendors not registered with the Purchasing Office may be rejected; receipt of this document directly from the City of Portland indicates registration. Should a vendor receive this Invitation from a source other than the City, please contact 207-874-8654 to ensure that your firm is listed as a vendor for this project. This bid will be awarded to the responsible bidder that submits the lowest base bid amount, pending City approval of qualifications of said bidder. The City reserves the right to disqualify any bidder found not to have relevant experience on similar projects involving this type of work. The successful bidder shall agree to defend, indemnify and save the City harmless from all losses, costs or damages caused by its acts or those of its agents, and will produce evidence satisfactory to the City's Corporation Counsel of coverages as described below. The successful bidder shall supply the City with a Performance Bond and Labor and Material Payment Bond, each in the amount of the contract price, guaranteeing one hundred percent (100%) performance of the contract, including the guarantee period and free and clear of any and all liens, attachments and encumbrances. All bonds shall comply with the requirements of Maine state law. Materials and equipment purchased for permanent installation in this project are exempt from the State of Maine Sales and Use tax and from all Federal Excise taxes. Each bidder shall take this exception into account in calculating his bid price for the work. The contractor shall furnish all labor, materials, fixtures, supplies, equipment and transportation necessary to do the work as specified. The contractor affirms that the equipment, or work, shall be in full compliance with any and all applicable O.S.H.A., D.O.T., ANSI, Federal, State and/or municipal regulations. Work on this project must be completed as specified in the Notice to Bidders and Agreement between the City of Portland and the Contractor. The project specific completion for this project is as follows: Final acceptance of the project must be completed by May 15, 2026. All work, must be completed by November 15, 2026. PROJECT DESCRIPTION: The project consists of installation of a pedestrian bridge over the Stroudwater River to connect trails on either side of the river. The finished structure will include a prefabricated bridge, two abutments, handicap accessible ramps, and a set of stairs. The bridge will be single span and supported by abutments. The southern side of the bridge leads to a 10-foot long by 6.5-foot wide landing with a set of 10-foot long by 6.5- foot wide stairs, leading to a 50-foot long by 6.5-foot wide timber ramp. The northern side of the bridge leads to a 5.0-foot long by 6.5-foot wide landing leading to a 30-foot long by 6.5-foot wide timber ramp to a 10.5- foot long by 6.5-foot wide landing that ends at the midpoint of a 50-foot long by 6.5-foot wide timber ramp oriented along the river. The bridge will be approximately 74 feet long and seven feet wide. The abutments will be located over riprapped embankments and consist of a 12-foot long concrete pile cap that will house three, 12-inch diameter timber piles. The bridge deck will be at elevation 28.5, which is two feet above the 100-year flood elevation. The stairs and ramps will be elevated on piles. The proposed project is shown on a set of plans, the first of which is entitled "Stroudwater Pedestrian Bridge, City of Portland Parks and Recreation, Portland, Maine" prepared by Acorn Engineering, Inc. and dated February 26, 2024, with the last revision on September 24, 2024. The project site is located off of Owl's Nest Road in the City of Portlal
