Provide labour and materials to construct, test, and commission the following fully operational areas: New gravel parking lot on the south side of Mill Creek, approximately 610 stalls; New paved parking lot near the end of Convair Place, approximately 510 stalls; New concrete sidewalk, smoking shelter and bicycle parking / work station on the North Ring; Road in front of the Terminal Building.
