This project consists of reconstructing the Forest Service Aircraft Apron at the McCall Airport in support of the Fire Aviation Program. Additional work at the site includes installing security fencing and gates, constructing additional parking, replacing existing asphalt parking areas, and asphalt pavement over existing aggregate surfacing to limit the effects of rotor downwash. The project also included the removal and disposal of existing pavements and fencing on the site. Apron concrete pavement shall be placed using a slip form paver. B. Work performed within the Airport secured area must be coordinated with the McCall Airport Authority. All work performed within the Mission Street Right of Way including: Culvert removal and installation, roadside ditch improvements, and asphalt access improvements, must be coordinated with the City of McCall. C. Base Bid: The base bid work includes the removal of the south side of the existing apron pavements, excavation, full pavement replacement section, tie down installation (install a grounding connection and rod for each aircraft at each group of tie downs in accordance with FAA Standards), paint striping, fence and gate removal and installation (as shown on the drawings), signing, and seeding. D. Bid Options: 1. Option A: Apron Asphalt North. Work includes the removal of the north side of the existing apron pavements, excavation, full pavement replacement section, paint striping, signing, and seeding. 2. Option B: Aircraft Concrete Parking Pads. Work includes placing individual concrete pads and tie downs. 3. Option C: Aircraft Concrete Parking Area. Work includes placing concrete and tie downs. 4. Option D: Helipad Pavement. Work includes placement of asphalt over existing aggregate base material around existing helipads. Construct storm water detention basin, and storm water conveyance system. 5. Option E: Overflow Parking. Work includes construction of overflow parking area and access road, culvert installation, construction of asphalt path, installation of man gate with security locks, grading for new landscaped berms, signing, and seeding. 6. Option F: Helibase Parking. Work includes full section construction of additional parking stalls and paint striping, and seeding. 7. Option G: North Smokejumper Access. Work includes removal of existing asphalt surfacing, removal of existing wheel stops, removal of existing culvert, and removal of existing manual slide gate. Work also includes: installation of new culvert, full depth asphalt section installation, paint striping, installation of new manual slide gate, signing, and seeding. 8. Option H: Airtanker Base Parking Area and additional Asphalt. Work includes removal of existing culverts, removal of asphalt pavement, removal of wheel stops, and the installation of new culverts, full asphalt pavement section, paint striping, signing, and seeding. 9. Option I: North Access Road. Work includes installation of full asphalt pavement section, manual slide gates, signing, and seeding. 10. Option J: Smokejumper Base Parking Area. Work includes pulverization and removal of existing asphalt parking lot, removal of culvert, installation of full asphalt pavement section, installation of culvert, and paint striping. 11. Option K: Gates and Fencing. Work includes removing existing fencing along the south and west forest service boundary, installing new chain link fencing, removal of existing gates and installation of an automatic vertical pivot gate with associated key pad, and installation of multiple slide and pedestrian gates. 12. Option L: Fuel Containment Basin. Work includes removal of existing asphalt, construction of concrete fuel containment basin and asphalt repair. E. The base project and the optional items are identified in the schedule of items. The drawings and specifications provide more definition of the work required under each work item. The Contractor must bid on the base project and all option items. The Government reserves the right to award any and all option items. F. The project site is located within the McCall Smokejumper Base Admin site, INFRA site No. SO003(McCall Smokejumper Base, McCall Helibase and McCall Retardant Tanker Base reside on this site) located within the City of McCall, Idaho at 605 S. Mission on Forest owned property in T.18N., R.3E., section 16, Boise Meridian (Valley County, ID). The magnitude of proposed project is between $1,000,000 and $5,000,000. Project drawings will be provided as attachments to the Request for Proposal (RFP). Dept. of Labor, Construction Wage Rate General Decision Numbers: ID20190086 shall apply. The complete solicitation package will be attached and made available only through FedBizOpps (FBO) website https://fbo.gov on or within 15 days of this notice. Anyone wishing to participate in this proposed procurement must obtain their copy from FBO. Copies will not be mailed from the Contracting Office. All amendments will be posted on FBO. Contractors will be solely responsible for obtaining amendments from this site to update files. This requirement is being solicited as a Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 19.5, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation. All prospective contractors must be registered in the System for Award Management (SAM) database at http:www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration.
