Ellis County Buildings & Grounds Division is issuing a Request for Sealed Proposals (RFP) for Snow Removal Services at various Ellis County buildings. Ellis County Buildings & Grounds is requesting vendors to submit proposals for the provision of Snow Removal Services at four Ellis County facilities located within the City of Hays, Kansas. It is anticipated that any contract resulting from this proposal process would be in effect for the 2020-21 winter season and would give the County the option to renew for two additional winters. The County does not intend to seek new proposals for snow removal services until 2023. Scope of Work: 1) Snow removal will be 100% completed by 7:45 a.m., Monday through Friday. Saturday and Sunday snow removal will be completed no later than four hours after the end of a snow event. 2) Lots other than 1105 E. 22nd St. are to be plowed when snow accumulates at 2 inches or higher unless otherwise determined by the County. The lots at 1105 E. 22nd St. are considered to be the priority and will be plowed beginning when snow has accumulated at 1 inch and re-plowed each time snow accumulates to 1 inch until the snow event is over. 3) If the County has to supply services and/or contract to another vendor, the costs associated will be charged back to the vendor under contract. 4) Snow must be properly placed to minimize loss of parking spaces. 5) Removal of snow stockpiles, as requested by the County. Ellis County reserves the right to reject any and all proposals received as a result of this RFP. If a proposal is selected, it will be the most advantageous regarding price, quality of service, the vendor's qualifications and capabilities to provide the specified service, and other factors which Ellis County may consider. The County does not intend to award a contract fully on the basis of any response made to the RFP; the County reserves the right to consider proposals for modifications at any time before a contract would be awarded, and negotiations would be undertaken with that proposer whose proposal is deemed to best meet the County's specifications and needs. This RFP seeks to compare the costs among different vendors based on an hourly rate. If there are any other costs your company would charge for these services in addition to the hourly rate, they must be specified on the proposal form. Keep in mind, the County is exempt from payment of sales tax under Kansas law. The proposal form asks for a quote for an hourly rate for the 2020-21 snow year. This rate should be the rate for any work performed between October 1, 2020, and May 15, 2021, with no increase permitted during that period. The proposal form also asks for the maximum percentage increase in the hourly rate for renewal terms of two additional winter seasons. The contract is anticipated to be awarded by the Board of County Commissioners during the month of September. It is anticipated that the contract will be in effect through May 15, 2021. As noted above, it is also anticipated that the contract will provide the County an option to renew under the same terms and conditions for two additional winter seasons (i.e., through May 15, 2023) The contractor will maintain, at its own expense, throughout the term of the contract and any renewal period(s) insurance acceptable to the County for workers compensation, general liability (in an amount not less than $1,000,000 per occurrence) and automobile liability. The contractor will comply with all federal, state and local regulations, including but not limited to all applicable OSHA requirements, Equal Employment Opportunity laws and the Americans with Disabilities Act. The County reserves the right to reject any or all proposals, to waive or not waive informalities or irregularities in proposals or proposal procedures, and to accept or further negotiate cost, terms, or conditions of any proposal determined by the County to be in the best interests of the County even though not the lowest bid.
