This project is being let using a new single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders. In general, the work consists of : Demolishing five (5) air handling units, one (1) return fan, ten (10) lab exhaust fans and associated pneumatic controls; Installing two (2) variable air volume air handling units, four (4) lab exhaust fans with energy recovery system and new direct digital controls; Install new supply air, return air and lab exhaust ductwork systems on the roof and in the penthouse to support the new HVAC equipment; Installing new exhaust terminal units for labs and fume hoods being connected to the new lab exhaust fan system on floors 11-12; Replacing existing penthouse unit heaters and controls; Cleaning existing supply and return ductwork on floors 7-12; Extending existing chilled water, hot water, low pressure steam and low pressure condensate services to feed new the HVAC equipment; Test and balance of air distribution systems on floors 7-12; Installing 28 new safety showers with tempering valves; Replacing five fume hoods with low flow hoods on floor 11; Extending electrical power services to serve new equipment; Installing LED lighting in the penthouse mechanical room. Base Bids will be received as a single lump sum bid for: 3) Plumbing; 4) Mechanical (Heating, Ventilating, Air Conditioning); and 5) Electrical.
