Annually reoccurring replacement of chronically-breaking and deteriorating water mains to reinforce the water system and to improve system reliability of operation, increase pressure and flow, and improve water quality. The Unified Certification Program (UCP) administered by the Ohio Department of Transportation (ODOT) can provide necessary DBE certifications. This procurement is subject to the Environmental Protection Agency (EPA) policy of encouraging the participation of small businesses in rural areas (SBRAs). For the purpose of this Project, the Minority Business Enterprise (MBE) Utilization goals shall be defined as contractors and/or subcontractors with MBE's for the minimum amount of 1.3% of the Contract Price; and the Women's Business Enterprise (WBE) Utilization goals shall be defined as contractors and/or subcontractors with WBE's for the minimum amount of 1.0% of the Contract Price. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Except as provided in Section 102.07 of the City of Akron, Construction and Materials Specifications, 2008 Edition, each proposal must be accompanied by a certified check in the sum of 5% of bids on a solvent bank, or a bid bond in like amount, acceptable to the City of Akron, as a guarantee, that if the proposal is accepted, a contract will be entered into. The Director of Public Service reserves the right to reject any or all bids, and to waive informalities.
