Disadvantaged Business (DBE) participation goals (subcontracts, materials, supplies) have been set on this Project for those certified as DBE's in accordance with a federal agency such as the Small Business Administration or the Department of Transportation or by an approved State of Ohio agency. The Unified Certification Program (UCP) administered by the Ohio Department of Transportation (ODOT) can provide necessary DBE certifications. This procurement is subject to the Environmental Protection Agency (EPA) policy of encouraging the participation of small businesses in rural areas (SBRAs). For the purpose of this Project, the Minority Business Enterprise (MBE) Utilization goals shall be defined as contractors and/or subcontractors with MBE's for the minimum amount of 1.3% of the Contract Price; and the Women's Business Enterprise (WBE) Utilization goals shall be defined as contractors and/or subcontractors with WBE's for the minimum amount of 1.0% of the Contract Price. Except as provided in Section 34.09 of the City's Code of Ordinance, the Proposer to whom the Agreement is awarded will be required to furnish a performance and payment bond in the sum of 100% of the Contract Price for the faithful performance of the contract. The performance and payment bond shall remain in full effect until Final Completion of the Project. The Director of Public Service reserves the right to reject any or all bids, and to waive informalities.
