Site work and new construction of a civil project in Twin Lakes, Wisconsin. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
For 2021 Wastewater Upgrades - Wastewater Treatment Facility and Lift Stations The project work is located at the Village's wastewater treatment facility located at 901 Gatewood Drive, and at 12 lift station sites located around the Village. Work includes modifications to the existing treatment processes and structures, equipment replacement and installation, pipe work, and site improvements. Work also includes the construction of a new sludge storage tank, sludge thickening building, and electrical building. Bidders must be pre-qualified with the Village of Twin Lakes within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline and street construction. The Village of Twin Lakes reserves the right to reject any and all bids, for whatever reason, and to waive any informalities in bids or in the bid process. This project will be funded in part by the Clean Water Fund (CWF), established under Wisconsin State Statutes, and administered by the Wisconsin Department of Natural Resources. Funding under the CWF requires all iron and steel products used in the construction of the project be produced in the United States (FFY 2014 Consolidated Appropriations Act, 2014 Water Resources Reform and Redevelopment Act (WRRRA) and 2018 America's Water Infrastructure Act), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. In addition, contract award shall be subject to Federal requirements pertaining to the Davis-Bacon Act which includes provisions for minimum wages, withholding, certified payrolls, apprentices and trainees, and work hours. Bidders are to pay special attention to the requirements regarding conditions of employment to be observed and minimum wage rates to be paid under contract as pertains to Section 3, Segregated Facility, Section 109 and E.O. 11246. We encourage Disadvantaged Business Enterprises (DBE), including Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), to submit bid proposals. Program policy requires all bidders to make good faith efforts to solicit DBEs and allow a reasonable amount of time for DBEs to respond to solicitations whenever they subcontract for construction work, equipment, raw materials or supplies. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses.
