Ellis County Buildings and Grounds is issuing a Request for Proposals (RFP) for sealing and striping the parking lots of the Law Enforcement Center, 105 W 12th street Hays, KS, the Ellis County Health Dept. 2507 Canterbury, Hays KS and the Ellis County Administration Center 718 Main Hays, KS Vendors will be expected to work around the schedule of the buildings to complete the work. The north LEC parking lot is used 24hrs every day. Scheduling with the Sheriff's office will be necessary. The south LEC parking lot is used from 8am-5pm Monday-Friday. The Health Dept. parking lot is used 7am-5pm Monday-Thursday and 7am-11am on Fridays. The south parking lot at the Administration Center is used from 7am-6pm Monday-Friday and 7am-1pm on Saturdays. Asphalt Milling Repair 1. Mill pavement to a depth of 2 inches. 2. After milling is complete, saw cut edges of pavement to establish a clean joint. All repairs will be shaped symmetrically where possible. 3. Millings and debris will be removed from the job site area and hauled away. Area should be swept and blown clean. 4. Install 2 inches of compacted thickness surface asphalt. Crack Sealing Hot Rubberized 1. Crack sealing shall be limited to 1\4" to 1" in width only. 2. Clean all dirt, loose gravel and weeds from cracks in preparation to apply a hot-rubberized nontracking sealant. 3. Elevated band not to exceed 3" in width on the pavement of the sealed crack. 4. All areas shall be barricaded at the time of crack sealing. 5. Clean and seal all cracks greater than 1" with mastic. Sealcoating 1. Barricade all areas to be seal coated. 2. All surfaces will be cleaned of loose material, weeds, grass and dirt so that the material will adhere to the existing surface. 3. Oil spots shall be broomed and treated to help prevent oil and gas bleeding up through the freshly applied sealant. 4. Install 2 coats of pavement sealer. Line Striping Restripe the parking lot area as per the existing layout. The south parking lot at 718 Main will be restriped according to the map in this RFP. Parking lot Approx. sq. ft. LEC north parking lot 7,925 sq. ft. LEC south parking lot 13,365 sq. ft. Health Dept. 10,910 sq. ft. Administration Center 18,750 sq. ft Alternate 1 : South LEC parking lot. Approx. 400 sq. ft. to be cut, milled and replaced with 2 inches of asphalt. The areas will be marked on the map. Alternate 2 : Health Dept. parking lot. Approx. 725 sq. ft. to be cut, milled and replaced with 2 inches of asphalt. The areas will be marked on the map. The contract is anticipated to be awarded by June 21, 2021.
