Demolition, site work and asbestos abatement for a mixed-use development in Steelton, Pennsylvania. Completed plans call for the demolition of a residential development; for site work for a residential development; for asbestos abatement for a residential development; and water / sewer project.

CLARIFICATION DEADLINE 8/23/2021 4:00 PM The Project includes the following Work: Work for the Project generally entails the demolition of Borough owned structures known as 158 Daron Alley and 158-1/2 Daron Alley. All structures, appurtenances, and utilities are to be removed and disposed of. The project includes asbestos containing material abatement, above ground storage tank removal, and general lawn restoration. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Instructions to Bidders Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. If a Surety Bid Bond is utilized, it shall be mandatory that the Bid Bond specifically identify the bid, and the date of the bid (which shall be on or before the date of the bid bond), which it accompanies; additionally, it shall be mandatory that the Power of Attorney accompanying a Bid Bond evidencing the authority of the person signing on behalf of the surety to sign the Bid Bond shall be dated the same as the Bid Bond; further, it shall be mandatory that the Bid Bond itself be dated, as well as signed by the principal bidder and the surety company through its authorized representatives. Failure to comply with any of the aforesaid provisions shall result in the disqualification of the bid, which bid shall not thereafter be considered. The successful bidder shall be required to provide a Performance Bond for 100% of the Contract Bid price as required by the Contract Documents. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBid in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders must submit documentary evidence of Section 3 Business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the Act) which requires all public work contractors and subcontractors to utilize the Federal Government E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Davis Bacon Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Steelton Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Steelton Borough and to reject any or all proposals. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
