The City of Prince Rupert is seeking proposals from qualified proponents for providing detailed condition assessments, engineering investigations, and budget estimates for phased rectification of multiple city owned building envelopes & roof deficiencies. Presently, there are varying degrees of deficiencies pertaining to buildings such as water ingress, roof leaks, air leaks and thermal leaks. The successful proponent will provide: . Individual assessments for each building site listed in this RFP; . Identification of deficiencies in the order of: -Immediate Repairs due to existing or potential unsafe conditions, building code or fire code violations, or conditions that if left uncorrected could result in critical failure or significant costs, and -Mid-to-Long-Term Repairs based on the expected useful life; and . Scopes of work with budget estimates or opinion of costs for phased repairs and replacements. The services will comprise detailed condition assessments, engineering investigations, and budget estimations for repairs or replacements of building envelopes and roofs as part of the Project including, without limiting: (i) In their own words, the proponent must show that they have an understanding of what the project involves and what is required to complete the project. It is the Proponent's responsibility to demonstrate that they possess the required knowledge, understanding and capacity to carry out the work as outlined in this RFP. (ii) Detailed field investigation and review of the existing components of the building envelope and roof system. (iii) Review of as-built assemblies on the building. While the City endeavors to provide drawings, there can be no guarantee that all drawings are available or accurate. Therefore, qualified proponent to carry out their own thorough investigation, review, analysis and testing using best industry practices and modern testing tools. (iv) Report deficiencies identified in order of priority, such as those deficiencies requiring immediate repairs due to existing or potential unsafe conditions, building code or fire code violations, or conditions that if left uncorrected could result in critical failure or significant costs, and those deficiencies that can be deferred for mid-to-long-term capital planning. (v) Provide recommendation for the remediation of the specific deficiencies. (vi) Provide scope of works with budget estimates or opinion of costs for the management and design of the remediation work in an order of priority / phased repairs & replacement - refer to (iv). (vii) Ensure reliability, accuracy and cost-effectiveness in your report to allow for short-term and mid-to-long-term capital planning for remedial work related to building envelope and roof system repairs. . Non-destructive and least intrusive testing methods to be used. . Where destructive testing is warranted, prior approval from the City is required. . All testing areas to be fully sealed and repaired. . Each building site to be assessed and reported on individually. The Method of Contractor Selection has not been determined at this time.
