The Consultant shall prepare a summary of the Trail Feasibility Study findings to illustrate the vision, goals and findings of the Study. The Executive Summary will include a graphic that can be used in marketing, social media, and public outreach for future trail efforts. - Conduct Feasibility Studies - land surveying, bridge engineering reports, private easement acquisitions on current trail alignment proposal, and NEPA - Community surveys, public meetings, and comment period - Stakeholder and local government support of the Down Valley Connector Trail - Fundraising, in-kind donations, and resource sharing for the Down Valley Connector Trail: Connective Initiative/Capital Construction San Miguel County is requesting the submission of proposals to perform certain professional consulting services work for Trail Design Engineering and a Trail Feasibility Study. It is requested that firms provide professional design engineering services for the development of a feasibility study for the County's proposed Down Valley Connector Trail located between the County's Down Valley Park and the County's M59 River Trail within San Miguel County, Colorado. This is a planning project/feasibility study for a pedestrian/bicycle trail roughly parallel to Highway 145 from the County's Down Valley Park to the County's M59 River Trail approximately 3.4 miles to the east. A planning and preliminary engineering study shall identify potential trail alignments and select a preferred alternative alignment based on a variety of factors. After the preferred alignment has been identified, survey work will be performed to provide the necessary plans to pursue property acquisition and/or easements. More detailed engineering will be done as budget allows towards preliminary design plans for the trail and any bridges, drainage or other structures that may be required. This project seeks to evaluate the County's proposed Down Valley Connector Trail, which is an approximate 3.4 mile multi-modal trail that closely parallels both the San Miguel River and Highway 145 and would add a necessary link between the Down Valley/satellite communities and the Town of Telluride. Trail users will be connected to the San Miguel River, to local historical and cultural sites, and enjoy healthy outdoor activities while creating economic opportunities for the local Placerville and Sawpit business communities. There are many challenges with this trail project including, but not limited to, the physical grade of land along with private property and the need to obtain recreational trail easements. If the feasibility study proves successful, the Down Valley Connector Trail would provide safe passage for pedestrians and cyclists from the County's Down Valley Park through the Sawpit community to the County's M59 River Trail to/from the Town of Telluride. The Down Valley Connector Trail will be located within San Miguel County, and consist of a non-motorized multi-use trail project. Funds for this project total $150,000., which consists of $75,000. obtained from a CDOT Multimodal Options Fund grant through the State's Gunnison Valley Transportation Planning Region along with $75,000. in matching funds from San Miguel County. The County's Open Space Commission and Telluride Mountain Club are working together to ensure all citizens throughout the (East End) communities of San Miguel County have a voice in the planning goals, objectives, and desired outcomes of the future trail alignment from the early stages to a shovel-ready construction project. Through early public engagement and evaluation, the County hopes to draft a construction ready trail plan by 2022. The County recognizes that once a draft is in place, there will be a need to bring in professional services and advisors to study the geography and feasibility of the future trail alignment and utilize contracted experts in trail surveying, trail alignment viability and structural engineering, settling easement acquisitions and/or in-kind donations with private land/parcel owners. Additionally, receiving validation and support of State officials will be required in receiving the permissions and abiding relevant regulations for a trail construction project. The method of contractor selection has not been determined at this time.
