The project consists of a Base Bid and an additive Alternate Bid for the construction of approximately 1,600 linear feet of 8-inch water main in the 6th Street right-of-way and the Main Street Alley and for the construction of approximately 1,300 linear feet of 6-inch and 8-inch water mains in the 12th Street, Newsome Boulevard and Magnusson Avenue rights-of-way, respectively, in Palacios, Texas The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Bidders must submit a bid bond, cashier's or certified check payable without recourse to the order of the City of Palacios, in an amount not less than five percent (5%) of the bid submitted as a guarantee that the Bidder will enter into a contract and execute bonds and guarantees in the forms provided within fifteen (15) days after Notice of Award of contract to them. Bids submitted without the required security will not be considered. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City of Palacios reserves the right to reject any or all bids or to waive any informalities in the bidding.
