The Town of Clarksville is in need of environmental and engineering services for the Clarksville Cove Project Phase I - the installation of sixteen (16) boat slips near 104 Second Street, Clarksville, VA. Services include updating an environmental assessment that was completed in 2010; producing a biddable set of plans and specifications; producing a detailed cost estimate; construction administration services, including but not limited to, bidding, contracting services and inspection services. Minority and/or female owned businesses or firms and local Mecklenburg County businesses or firms are encouraged to apply. The Town of Clarksville is an Equal Opportunity Employer. The Town of Clarksville was awarded a $435,000 Recreational Trail Program (RTP) grant from the Department of Conservation and Recreation (DCR) and the Federal Highway Administration (FHWA). The Town is matching $220,000 for a total project cost of $655,000. Funds will be used to provide a public boat dock on the John H. Kerr Reservoir in downtown Clarksville. The Town would like to install sixteen (16) transient boat slips on the bank of a cove near 104 Second Street, Clarksville, VA. It will be approximately 550 feet from Virginia Avenue and the U.S. 15 Business Bridge, which represents a prominent gateway into downtown Clarksville. The Town Municipal Dock, located on the south side of Virginia Ave/U.S. 15 Business Bridge has 20 transient boat slips available free of charge to the public; however, they are susceptible to damage and excessive debris when the reservoir rises because they are close to the main channel. The proposed location of the dock is well protected from surface wave action and heavy winds that provide the greatest wear on a dock system. The main deck and bridge needs be designed with marine duty corrosion resistant materials with a life expectancy of 25 to 30 years. The Town of Clarksville will be responsible for the long-term maintenance of the boat dock. The anchorage system needs to provide for a moderate amount of vertical rise and fall with fluctuation in lake level but will require periodic adjustment by Town staff during significant fluctuations in lake level. The boat dock needs to be expandable to enable adding additional slips as the need arises. The trail to the water needs to be ADA compliant with minimum slope requirements met. Planning efforts for this project began in 2008 when the Town secured Williamsburg Environmental Group to complete an Environmental Assessment. The complete EA can provided upon request. The John H. Kerr Reservoir is owned and operated by the USACE, so the USACE conducted a public meeting on June 25, 2008 during the preparation of the Environmental Assessment. Stakeholders held numerous meetings between 2008 and 2011 to discuss the development of the COVE Project. Sixty percent (60)% design was completed in 2010 by Williamsburg Environmental Group for the marina and park related to the Cove Project. This project is for Phase I of the COVE Project - the installation of sixteen (16) boat slips near 104 Second Street. It is noted that the original path shown in the 60% design documents includes a switchback design which requires significant retaining wall structures to execute. Preliminary design can be provided upon request. The new proposed design (see Attachment 4) takes a more gradual route, including only one switchback, which will allow the accessway to be ADA accessible. The actual bridge, deck and boat slips will be designed by the equipment manufacturers and will require minimum additional engineering design. Design plans and specifications will be required for design of the access walkway from 2nd Street, a graded ramp to the dock and 3rd Street, a short section of retaining wall at the ramp switchback, and a gangway landing platform. The Town is currently working with the USACE as the owner of the John H. Kerr Reservoir. The USACE is fully aware of the project having approved the original and larger scope of work for the Cove Project. A Memorandum of Agreement was executed between the Town and the USACE in April 2008 and later revised in October 2010. A regulatory permit was issued in July 2010 (NOA-2009-01707), and an extension approval was granted July 2018. Confirmation the USACE had a Finding of No Significant Impact (FONSI) was provided in a letter dated February 18, 2011. The Town is providing USACE revised site plans for Phase I of the project. The Town will be working with USACE officials to provide a management plan in order to obtain the formal lease agreement for the Cove Project. The lease agreement will be approved based on the original design with the phased approach for Phase I. The USACE has provided preliminary approval to a phased approach, which will allow for the dock systems and access to the Town of Clarksville from two (2) access points: one access to Second Street and one access to Third Street. This will enable greater accessibility to historic downtown. Upon approval, the USACE would provide at lease for ten (10) years with the opportunity to renew. The following is included in Attachment 6: o USACE's FONSI Determination - February 18, 2011 o Memorandum of Agreement with USACE executed October 21, 2010. Environmental Services: An Environmental Assessment (EA) was completed by Williamsburg Environmental Group in March 2010 and resulted in a Finding of No Significant Impact. The EA was prepared 13 years ago in accordance with 40 CFR 1500-1508.1 to comply with NEPA for the Civil Works Program of the U.S. Army Corps of Engineers. o The EA must be updated. If deemed necessary by DCR, the letters can be resent to the respective agencies having jurisdiction for another opportunity to comment. Regardless, the project will require permitting from the above agencies before construction commences. o The selected firm must work with the USACE as the owner of the John H. Kerr Reservoir. o DCR staff must review and approve the environmental report. Selected firm must address any and all questions posed by DCR/FHWA staff. o The following is a list of agencies consulted. Letters from the agencies regarding the project and response letters from the applicant (or applicant's agent) are contained in Appendix E of the EA. The full EA (96 pages) is available upon request. o U.S. Army Corps of Engineers (Refer to Attachment 6 for the USACE's FONSI determination letter) o U.S. Environmental Protection Agency o U.S. Fish and Wildlife Service o U.S. National Park Service o Virginia Department of Conservation and Recreation o Virginia Department of Game and Inland Fisheries o Virginia Department of Mines, Minerals and Energy o Virginia Department of Historic Resources o Virginia Department of Forestry o Town of Clarksville, Virginia The method of Contractor Selection has not been Determined at this time.
