Site work for a water / sewer project in Tukwila, Washington. Conceptual plans call for site work for a water / sewer project.
The US Army Corps of Engineers (USACE), Walla Walla District is seeking interested business sources for a levee rehabilitation construction project entitled: Tukwila Levee Repair. These two levee segments are part of a larger levee system on the Tukwila River located near the City of Tukwila in King County, Washington, and can be seen in the National Levee Database website (https://levees.sec.usace.army.mil/#/levees/system/5505000020/segments, https://levees.sec.usace.army.mil/#/levees/system/5505000330/summary). This will be a firm-fixed-price construction contract. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. Performance and Payment Bonds for 100% of the awarded contract will be required. USACE expects to award a single contract in May 2024 with an expected period of performance of 01 August 2024 through 15 October 2024. A fish in-water work window may not apply for the Tukwila levee segment rehabilitation. The Tukwila levee segment rehabilitation location does not have a required in-water work window. Please be aware that the timeline will be short (5 days from contract award versus the normal 10 days) to provide the Bonds to the Government. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction. The associated small business size is $45 million. This Sources Sought Notice is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Responses to this Sources Sought Notice should include the following information: 1. A list of at least three (3), but no more than five (5), project examples that were completed in the last 6 years which demonstrate levee rehabilitation similar in size and scope listed in the Summary Scope of Work. For each submitted project, provide a brief narrative statement of the work involved, how it relates to the described herein and your firm's role in the project, the dollar value, and the completion date. 2. A reference list for each of the projects submitted in item 1 above. Include the name, title, phone number, and email address for each reference. 3. Provide a statement of your firm's business size status (to include if it is HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman owned) with regards to the NAICS listed above. 4. Provide a statement that your firm intends to submit a bid on the project when it is advertised. 5. Provide a statement of your firm's bonding capacity. A statement from your surety is not required. 6. CAGE Code and SAM.GOV Unique Entity ID. Summary of Scope of Work: This project is to remove vegetation and rehabilitate the Gaco cut-off levee segment on the Green River near Tukwila per the plans and specifications provided in the future solicitation. The project levees are located in King County, Washington, near the City of Tukwila. The contractor will be required to perform work to include: -Remove blackberries and approximately 33 streamside shrubs and trees from the levee segments. - Furnish required riprap and fill material to worksites. Some specified rip rap rock can weigh up to 3600 pounds. - Pull back existing sediment, and re-grade slopes of levee to a specified profile. - Place levee fill material in lifts. Compact levee fill to specification standards with compaction equipment. - Mix new riprap with old material, placing rock individually on levee profile and toe to ensure rock is properly keyed. This work will occur in water for approximately 50% of the levee height. - Sourcing and planting 100 willow bundles consisting of six (6) 4ft long willow stakes 10 ft on center, per the plans and specifications provided in the future solicitation. - Water quality monitoring may be required. Some of the work will be performed by excavators in Class I and Class II waters. In these locations where the river is immediately adjacent to the levee, only the bucket of the excavator will enter the water. Waters in this region of the Green River routinely exceed 5 feet/second in velocity. Work must be completed by 15 October due to the increased risk for high flood flows as the typical flood season starts and would require the contractor to have the work completed. All on-site work shall be performed in accordance with the USACE Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance an Activity Hazard Analyses, for each phase of work that complies with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 3-years of experience in construction safety on similar projects, and shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years. A Certified Erosion and Sediment Control Lead employed by the prime contractor will choose and install erosion control materials for specific site conditions, as necessary The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award. Levee Rehabilitation Locations: PROJECT NAME: Tukwila Federal Levee, King County, Washington NON-FEDERAL SPONSOR: City of Tukwila LOCATION AND DESCRIPTION: Tukwila Levee is constructed along the left bank of the Green River at the City of Tukwila, Washington. The levee is a complete system approximately 23,900 feet long. In an undamaged state, the levee provides a 100-year level of protection (LOP) to commercial and industrial properties and associated infrastructure. DESCRIPTION OF DAMAGE: Three high water events from end of October through mid-December 2015 damaged the levee at two locations. Near the upstream end of the levee (Site 1, Station 225+00), toe scour has caused a slope failure along approximately 105 LF of the bank. Downstream at approximately Station 178+00 (Site 2), the riverward slope has been scoured to an over-steepened slope of approximately 1H:1V along approximately 600 LF. In the damaged condition, the levee provides a 5-year LOP. PROPOSED REPAIR: At Site 1, repairing the levee in-kind to match the upstream levee section geometry is recommended to restore the levee to the previous LOP. The proposed repair section includes a launchable toe and 2H:1V slope of Class IV riprap backed by quarry spalls. The work is anticipated to not remove the log jam, and work will be above the water line within the levee prism. At Site 2, a buried toe will be re-established, and the riverward slope will be restored at 1.5H:1V and armored with Class IV riprap backed by quarry spalls. At both sites, repairs will occur within the pre-damage footprint. Total construction length, including transitions, will be approximately 130 LF at Site 1 and 600 LF at Site 2.
