Questions Due Date: Mar 29th 2024, 4:00 PM EDT The Luzerne County Flood Protection Authority (LCFPA) is responsible for the maintenance and operation of the 16-mile Wyoming Valley Flood Risk Management Project. The Scope of the Work includes, but is not limited to, the general requirements for removal, replacement, furnishing, installing, programming, adjusting, testing, documenting, and commissioning of the complete and operational Instrumentation, SCADA and PLC based control system for 13 pump stations that are part of the Wyoming Valley flood protection system. The control system includes the complete instrumentation, (13) thirteen PLC control panels, one SCADA system, licensed Radio system and related equipment for complete monitoring and control of the (13) thirteen pump stations from the central SCADA system as follows: Solomon Creek Pump Station Delaney Street Pump Station Horton Street Pump Station D&H Railroad Pump Station Old River Road Pump Station Ross Street Pump Station Market Street Pump Station Union Street Pump Station Wadham Creek Pump Station Brown Creek Pump Station Loveland Ave. Pump Station Woodward Pump Station Church Street Pump Station EMA (Master Radio and SCADA location) The LCFPA has received an American Rescue Plan Act (ARPA) sub-recipient grant from Luzerne County. This project was identified to receive ARPA funding assistance. Therefore, all Contractors are required to demonstrate compliance with 2 CFR 200.231 "Contracting with small and minority businesses, women's business enterprises, and labor surplus area firms", through detailed documentation of solicitation of Disadvantaged Business Enterprises (DBE). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
