The successful bidder must comply with requirements set out in the contract documents including all Federally Required Contract Provisions including but not limited to the Buy American Preference, Civil Rights Title VI Assurances, Disadvantaged Business Enterprise Participation, Foreign Trade Restrictions, Davis-Bacon Requirements, Affirmative Action Requirements, Government wide Debarment and Suspension, Disclosure of Lobbying, and Procurement of Recovered Materials Bids must be accompanied by a certified check or a bid bond in the amount of not less than five (5) percent of the total amount bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. No bid may be withdrawn for a period of 60 calendar days after the date of receiving bids, except that bids for any bidder who Consents to Extend Bid Award Date may, at the request of the County of Luzerne, be held for consideration for such longer period as may be agreed to, but in no event exceeding 150 calendar days. In accordance with 49 CFR Part 26, a Disadvantaged Business Enterprise (DBE) Goal for this project has been set at 0%. All DBE firms used to meet this goal must be certified by the Pennsylvania Unified Certification Program (PA UCP). Certification as a DBE by the PA UCP is separate and distinct from other certification programs. The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the contract documents. Proposals shall be placed in a sealed envelope addressed to Mr. Nicholas T. Vough, Director of Project Management, Luzerne County Operational Services at 1199 Wyoming Avenue Wyoming, PA 18644. In the lower lefthand corner of the sealed proposal envelope, include the following project title: Install AWOS-III
