TIME & MATERIALS INSTRUCTIONS Time and Materials (T&M): The Contractor shall conduct repairs on the fish cooling pump motor to restore it to working order. The Contractor shall report any need for repairs determined by the inspection to the COR, but shall not initiate such work until authorized to do so by the Contracting Officer in writing. The Contractor shall furnish the COR with an itemized written estimate of the labor hours and the cost of parts and materials which may be required to complete necessary repairs. The written estimate should also include contract number and invoice number (example, invoice 0001). Payment for the Time and Material (T&M) line items will be as specified in Contract Clause Payment Under Time-and-Materials and Labor-Hour Contracts. In addition to the basis for the labor rate specified in the clause (wages, indirect costs, G&A expenses, and profit), the contract rates shall include all cost for consumables and small tools required to complete the required repairs. Materials that are directly consumed in connection with the furnishing of the labor hours accomplished under the T&M line item will be reimbursed at cost, plus 10 percent for material handling cost. Reimbursement will be limited to the direct cost of materials in excess of the amount paid under the labor hour rates and will be reimburse to the extent supported by invoice cost and previously approved for use by the Contracting Officer. Time and Material CLINs - all Time and Material CLINs will be measured for payment as the number of hours (HRS) performed. Price and payment shall be full compensation for all Time and materials performed, complete, as specified and approved. The Government Estimate for ceiling on CLINS 0002 and 0003 is $72,600.00 and $7,200.00. If you take exception to these ceiling values, please submit a bidder inquiry so we may consider. Scope Perform an inspection of the submersible pump motor upon receipt. Prepare and submit an inspection report documenting the condition as received; include confirmation that specified scope is appropriate or recommend changes necessary to achieve intended results within the prescribed schedule. Perform specified scope of repair, obtain approval from the Government prior to proceeding with any proposed deviations. The following is the expected scope of work, to be confirmed following contractor inspection: 3.1.1. Disassemble and inspect entire unit 3.1.2. Remove corrosion, clean all parts, repair damaged coatings 3.1.3. Re-wind stator 3.1.4. Repair damage to motor shaft 3.1.5. Balance rotor 3.1.6. Replace upper and lower bearings 3.1.7. Replace O-rings and seals 3.1.8. Reassemble and test to verify operating characteristics align with nameplate performance and industry standard criteria. The Government reserves the right to witness testing. Provide test report upon completion. 3.1.9. Contractor to provide weekly progress summary, including photos, via email to confirm current repair status against the contractor's schedule, highlighting risk elements. 3.1.10. Prepare equipment for shipping. Ensure the repaired motor is crated and/or fully protected from shipping damage. Question sent electronically
