Demolition and site work for a municipal facility in North Parkersburg, West Virginia. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.
**As of May 9, 2024 , this project has been awarded to EMPIRE BUILDERS INC, awarded amount not available.** Scope of Work a. This work shall consist of complete demolition of such buildings specifically designated on the item list for removal. It shall include disconnection of utilities, salvaging and disposing of the resultant materials in the manner and subject to the condition and regulations hereinafter prescribed. b. Contractor is to field verify conditions of each site before bidding. All materials on properties to be properly disposed of, including but not limited to tires and rims. c. A demolition permit is required from the City of Parkersburg. d. All work performed/asbestos removal and disposal under this contract must comply with the NATIONAL EMISSION STANDARDS FOR HAZARDOUS AIR POLLUTANTS; ASBESTOS NESHAP REVISION; FINAL RULE of the Environmental Protection Agency's 40 CFR PART 61 Federal Register dated November 20, 1990, and all State of West Virginia requirements for asbestos control. As part of this demolition all paperwork waste manifest, dump site location, etc. will need to be submitted to the City and as required per state code during the tear down. No payment will be made until all appropriate documentation is submitted. Dump sites will need to be submitted prior to commencement of demolition. Demolition and Extent of Removal a. Buildings and appurtenances shall be removed to the existing ground level. b. Demolition shall also include removal of trees, shrubs, fencing that corresponds with property, concrete slabs or any other type of floor, driveways/parking pads, sidewalks, and/or steps resting upon the ground. Retaining walls per approval of City Engineer. Foundations, Foundation walls, and basement floor shall be completely removed prior to backfilling. c. The basement and any other space below ground level shall be backfilled so as to obtain a minimum density equal to that of the surrounding ground. d. The top twelve (12) inches of the backfill shall be soil. Backfill deeper than twelve (12) inches may be any mixture of soil and random rock containing not less than 25 percent soil. i. The following definitions shall apply to all backfill required by this specification: Soil. Disintegrated rock, shale, brick or concrete of which 25 percent by weight shall pass a No. 200 sieve and no particle shall have a maximum dimension greater than one and one half (1 1/2) inches. Random Rock. Broken sandstone, limestone, shale, marble, granite, tile, slate, brick or concrete which has no pieces with a maximum dimension greater than twelve (12) inches. e. Upon completion of the backfill, the entire area disturbed by demolition activities shall be seeded with a lawn grass at the rate of one pound per 1000 square feet. All sidewalks parallel with adjacent city roads remain All questions must be made in writing and emailed to Adam Stout, PE at adam.stout@parkersburgwv.gov Each Bid Shall Contain the Full Name and Address of Every Person, Firm or Corporation Interested in the Same, and if a Corporation, the Name and Address of the President and Secretary. Each Bidder Shall Require a Certified Check, Bank Draft or Acceptable Surety Bid Bond in the Amount Equal to Five Percent (5%) of the Bid. The Finance Director Reserves the Right to Reject All Bids or Parts of Bids for Any One or More Supplies or Contractual Services Included in the Proposed Contract, When the Public Interest Will Be Served. E.e.o. Clause Statements Apply to This Purchase Order. The City of Parkersburg Does Not Discriminate on the Basis of Disability in the Admission or Access to, or Employment in, Its Programs or Activities. Unless This Contract is Exempted by Rules and Regulations of the Secretary of Labor, There is Incorporated Herein by Reference Paragraphs (1) Through (7) of the Contract Clause Set Forth in Section 202 of Executive Order 11246: Section 402 of the Veterans Readjustment Assistance Act of 1974 and Section 503 of the Rehabilitation Act of 1973. This proposal submitted by the bidder to the City of Parkersburg will be accepted or rejected within a period of sixty (60) days from the bid opening date. The City reserves the right to reject any or all bids, to waive technicalities, and to request a re-bid on the required material. If more than one item, prices shall be quoted on the units requested. However, each item shall be considered a separate bid and the City of Parkersburg reserves the right to award the contract on each item separately or on all items as a whole or any combination thereof. Bidders whose proposal is made on an "All or None" basis must clearly state such fact in the proposal. Bids must be submitted on this proposal form and enclosed in a sealed envelope marked as specified in the legal notice. Blank spaces in the proposal may result in its rejection. It is important the entire bid documents be returned intact and that all pages be in proper sequence. If vendor does not wish to bid, the proposal should be so marked and returned. Bidders are invited to be present at the opening of the proposals. All vendors and contractors shall be registered in West Virginia.
