The Amador Water Agency (AWA, Agency) seeks experienced and qualified firms to provide engineering and related professional services, to implement the "CAWP Transmission Main Improvements and Tank D Replacement (56 - CAWP 1A.9 (P))" (Project) from the 2020 AWA Water Master Plan Study, to design water system improvements. Qualified consultants are invited to submit qualifications in accordance with the requirements of this Request for Qualifications (RFQ) on or before the due date listed on the cover page, or as may be modified by future addendum. In order for the Consultant to be considered qualified, the firm or project team must demonstrate experience with the successful completion of similar types of engineering designs, managing water supply, treatment and distribution systems, water quality design, pipeline design, tank design, hydraulic modeling, property acquisition, federal procurement requirements and an understanding of the Agency's water systems. The successful Consultant must be aware of the budget limitations and be able to provide a clear plan for completing the required work that meets the project's goals within the project budget constraints and schedule. PROJECT DESCRIPTION The existing Tank D is an old bolted steel tank, which is in poor condition and is in imminent need of replacement. It currently serves approximately 175 connections (Tank D Service Area). Just below Tank D, AWA serves another approximate 75 connections (Riverview Service Area) directly off of the CAWP Transmission Main. These connections regularly experience low pressures and fire flows when other tanks in the system fill at peak summer velocities off of the transmission main. This project proposes to replace Tank D, at an alternative location with a slightly higher elevation, to provide service to these additional connections by gravity and to provide sufficient fire flow and storage for the enlarged service area. This project should remove all service connections in this area from the transmission main. Pipelines from the existing tank site to the new tank site and from the new tank to the distribution system would be required. Additional fire hydrants and service connections in the vicinity of the new tank and pipeline alignments should also be considered. Considerations for a future pump station at the tank site to serve connections around the new tank should also be included. Final tank sizing and location, along with pipeline sizing and alignments should be determined in the preliminary design phase of this project. The Project should include any needed ancillary items, such as access improvements, site improvements, civil improvements, pipeline installation, relocation work, geotechnical, surveying, pipelines, fencing, security improvements, alternatives, etc., along with SCADA, electrical, controls, instrumentation, communication, process interconnections & integration upgrades, among other items that should be included in order to made the project complete, functional and efficient. All aspects of project design, environmental and procurement shall be compatible with federal funding requirements, including the funding requirements of Clean Water and Drinking Water State Revolving Fund (SRF), Water Infrastructure Finance and Innovation Act (WIFIA), USDA's Rural Development & Rural Utilities Services (USDA), and Community Development Block Grant (CDBG) Programs.
