The successful offer shall initiate and complete, or commission and schedule a sub- consultant to complete, all associated studies, paperwork and other associated tasks needed for a turnkey environmental review.
o Initiate and perform all services, testing and study requirements needed for the complete review.
o Communicate with HUD environmental review staff
o Ensure testing and studies provide adequate information to complete the environmental review.
The Offor should include pricing for all services, testing and studies needed to complete the project. The County of Powhatan, Virginia, herein referred to as "County", seeks proposals from licensed, qualified and experienced consulting agencies to initiate and complete a federal environmental review for the County's HUD Community Project Fund Grant. Consultant shall have previous experience with federal environmental reviews and with using the HUD Environmental Review Online System (HEROS). Powhatan County was awarded a FY 23 HUD Community Project Fund (CPF) grant for "ADA Improvements in Fighting Creek Park". Fighting Creek Park, located next to Powhatans Village Area, has long been a beloved space in Powhatan County. Ranging 215 acres, the park contains the local Library, the local YMCA chapter, numerous sports fields, large playground areas, Virginia's longest disc golf course, several walking trails, and much more. Due to the many activities Fighting Creek Park accommodates, it is a central point for the community to gather. Originally built in 2002, the park meets basic ADA requirements but, due to the layout and phased-in additions to the space, there are no accessible walkways that allow visitors access to and from the park's main features. The ADA Improvements in Fighting Creek Park project will mitigate this issue by providing multiple ADA-compliant connections and improvements to the park's main facilities.
