Working plans call for the demolition of a municipal facility; for the construction of a municipal facility; for the renovation of a municipal facility; for site work for a fire / police facility; and municipal facility.

Summary Project Description: Police Department & City Center: Provide new fence enclosure for the Police Department, separating the public parking and entrance for the City Center from the Police Department and entrance. Project scope also a secure outdoor space with seating and tables with screening for security from walking trail nearby. The fence is 8-feet high with spike and metal panel screening, rolling gates and pedestrian gates. An accessible pathway from the relocated accessible parking spaces to the City Center public entrance using the nearby walking trail is proposed. Fire Department: Fencing project phase entails replacing existing fence with a new 7-feet high security steel fence with 6-feet tall privacy screening panels. Scope of work includes new traffic rolling gate and pedestrian gates. Corporation Yard: Upgrade to Corporation Yard fence includes the removal of existing swing access gates on the driveway and replace with a rolling gate. The new rolling gate is located further south, closer to the main road, Petersen Road, entrance. Proposed gate will provide a keypad on pedestal for access control. B. Contract Scope: Construction, demolition, renovation, hazardous material removal, site acquisition, construction financing, and facility operations during occupancy. C. Additive Alternates for new landscaping at Police Department & City Center, and Fire Department projects. Pursuant to the provisions of Section 1770 et seq. of the Labor Code of California, the Director of Industrial Relations for the State of California has ascertained the current general prevailing rate of wages for employer purposes, in Solano County, State of California. In accordance with the State of California Administrative Code Title 8, Group 3, Article 2, Section 16109, Publication of Prevailing rates by Awarding Bodies, copies of the applicable determinations of the Director are on file at the Public Works Department of the City of Suisun City and may be reviewed upon request. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined by the Director of the Department of Industrial Relations. These wage rates appear in the Department of Transportation publication entitled General Prevailing Wage Rates. Future effective wage rates, which have been predetermined and are on file with the Department of Industrial Relations are referenced but not printed in said publication. Question Deadline 09/17/2024 at 5:00 PM PT Bidders must direct all questions about the meaning or intent of the bid documents to the City in writing via e-mail to Gemma Geluz at ggeluz@suisun.com Interpretations or clarifications considered necessary by the City in response to such questions will be posted on the Suisun City website. The deadline to submit questions is unless subsequently modified by the City by addendum. Only questions answered by formal written addenda will be binding. For bonding purposes, the Engineers Estimate is $1.2 million. The Contractor shall possess a valid Class A State of California contractor's license at the time the contract is awarded. (Note: A Class B contractor license is acceptable as long as 2 others are included, at least 1 possessing a Class A or C-8 License.) The successful bidder shall furnish a bid bond, a Faithful Performance Bond, Materials & Labor Bond and, when work is completed, a one -year warranty bond. The Contractor and all subcontractors shall possess a valid Suisun City business license prior to start of work. The Contractor shall comply with all Senate Bill 854 (SB 854). The City of Suisun City reserves the right to postpone the date and time for the opening of proposals at any time prior to the date and time announced in the advertisement. All proposals shall be valid for a period of sixty (60) days after the bid opening. The City of Suisun City reserves the right to reject any and all bids or to waive any defects or informality in the bidding
