Lewis County is soliciting bids from qualified firms to provide bids for the Toledo Senior Center roof replacement TBD, located in Chehalis WA. Scope of Work Project Scope: TPO Roof Replacement 1. Introduction: This document outlines the scope of work for the replacement of an existing TPO membrane with a new Sarnafil PVC roof. The project encompasses the removal of the old roof, installation of a new mechanically fastened Sarnafil 80 mil PVC roof system, installation of flashing/boots and all other necessary roofing components, and thorough cleanup of the roof, and site upon completion. 2. Objectives: The primary objective of this project is to replace the aging TPO roof to ensure the structural integrity of the building, prevent water leaks, and maintain a safe and functional environment within the building. Scope of Work: 3.1. Removal of Old TPO Roof: - Remove existing TPO membrane, insulation, and any associated materials. - Inspect and repair any damaged substrate or underlying structure as necessary. - Dispose of old materials in accordance with local regulations and environmental standards. - All Coping metal to be salvaged and reused. - Sumps/Scuppers will need replaced. - Inspect and repair/replace current downspouts and reinstall. - Exhaust fan curb to be wrapped with the membrane and capped with flashing. - The current architectural roof needs cleaned, inspected, and repaired at the ridgeline. Any other Architectural repairs observed need owner approval before proceeding with additional repairs. - Clean and repair existing gutters as necessary. 3.3. Installation of New PVC Roof: - Install new PVC membrane in accordance with manufacturer's specifications and industry best practices. - Ensure proper sealing and adhesion of the membrane to prevent water infiltration. - Repair all old roofing penetrations to ensure PVC roof is properly supported. - Implement necessary roof penetrations for vents, HVAC systems, or other fixtures, ensuring proper waterproofing techniques are applied. 3.4. Installation of Flashing, Caulking, and Sealants: - Install flashing around roof edges, penetrations, and transitions to ensure watertight seals. - Utilize appropriate flashing materials compatible with the PVC membrane. - Seal all flashing joints and intersections to prevent water ingress. - Use caulking and sealants according to PVC manufacturer Specifications and Industry best practices. 3.5. Clean Up and Final Inspection: - Remove all project related debris, construction materials, and equipment from the roof and job site. - Dispose of waste materials in an environmentally responsible manner. - County Representative to conduct final inspection with vendor. - Address any outstanding issues or deficiencies identified during the inspection. - Obtain sign-off from the client or project stakeholders to signify completion of the project. CONTRACT AWARD The Owner will evaluate bid responsiveness and bidder responsibility. A bid will be considered responsive if it meets the following requirements: 1. It is received at the proper time and place. 2. It meets the stated requirements of the bid proposal. 3. It is submitted by a licensed/registered contractor within the State of Washington at the time of bid opening and is not banned from bidding by the Department of Labor and Industries. 4. It is accompanied by a bid guarantee and non-collusion affidavit, if required. A bid will be considered responsible if it meets the following requirements: 1. It meets an overall accounting of the responsibility criteria established for the project. 2. All required documents are completed and signed by a individual with such authority. 3. It is submitted by a licensed/registered contractor within the State of Washington at the time of bid opening and is not banned from bidding by the Department of Labor and Industries. The Owner reserves the right to accept or reject any or all bid proposals and to waive informalities that do not affect the essential fairness of the bidding process. The apparent low bidder, for purpose of award, shall be the responsive bidder offering the low aggregate amount for the base bid plus selected additive or deductive bid alternates and meeting all other bid submittal requirements. The Owner may negotiate bid price adjustments with the low responsive bidder, including changes in the contract documents, to bring the bid within the available funding per RCW 39.04.015. The Contract will only become effective when signed by the Owner. Prior to the Owner's signature, any and all costs incurred shall be the sole responsibility of the bidder. It is the intent of the Owner to award a contract to the low responsible bidder. Public Agency Debarment Debarment by any Public agency within the last two (2) years may render bid non-responsive. The project is scheduled to commence on October 23, 2024 and must be completed by November 20, 2024, subject to weather conditions and unforeseen delays. Question Deadline 10/14/2024 at 4:00 PM PT. Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must submit a request in writing to the Architect/Engineer (A/E) or owner. Oral explanations or instructions given before the award of a contract will not be binding. Any information given a prospective bidder concerning a solicitation will be furnished promptly to all other prospective bidders by addendum to the solicitation, if that information is necessary in submitting bids or if the lack of it would be prejudicial to other prospective bidders. A pre-bid meeting shall be held with the Owner's Representative and involved trades to discuss all aspects of the project. The Applicator's field representative or roofing foreman for the work shall be in attendance.
