The City of Hood River ("City") is issuing this Request for Qualifications from firms to provide Economic Development, Planning, Engineering, and Project Management consulting services. The focus of this RFQ will be supporting the efforts of the Hood River urban Renewal Agency ("Agency"). The City and Agency intends to compile a team of on call professionals to move forward capital projects, programs, and planning activities across the Agency's four urban renewal districts but may also assist in City-wide projects that may arise. The Agency's goal to act rapidly as redevelopment opportunities arise by building a consistent team of multi-disciplinary firms with a familiarity of Hood River and each other's capabilities. Firms must register with the Hood River Urban Renewal Agency to receive answers to questions sent in the form of addendums. Register by sending the firm's name and email address where addendums can be received to w.norris@cityofhoodriver.gov October 23, 2024 Deadline for Questions & Protests Answers to Questions issued as RFQ addendum Vendors are encouraged register with The Agency to receive answers provided to other interested vendors. Questions: Questions can be sent to Will Norris, at w.norris@cityofhoodriver.gov. Firms specializing in one or more aspects of this solicitation are encouraged to submit a response even if they cannot fulfill the solicitation's full scope of work. The City and Agency will evaluate the firms submitting qualifications to create a "short list" of prequalified consultants. The Agency may request proposals from the short list of consultants with qualifications in the opinion of the contracting authority best fit the specific requirements of a proposed project. A firm may decline to participate in any request for proposal without risking invitation for future work. When projects may exceed the limits of this "on-call" agreement, the City and Agency reserves the right to publicly advertise for proposals or may use the short list of pre-qualified consultants to request proposals. Finalists will be invited to interview in person and the City and Agency will enter negotiations with the top-ranking firm(s). Selected firms will be added to a list of qualified consultants, a Qualified Pool List (QPL), with whom the City and Agency may enter agreements for some, or all of the Professional Services described in the Request for Qualifications (RFQ). The City and Agency may reject any submission not in compliance with all public contracting procedures and requirements and may reject for good cause any or all submission upon a finding of the City and Agency if it is in the public interest to do so.
