PROJECT LOCATION The project is located within the drainage easement associated with Kemper Ditch, Arm 18, primarily on the parcel commonly known as 1220 N 550 E, Westville, Indiana 46391, and along CR 1200 N. The project is located in Section 35, Township 37 North, Range 5 West, in Pine Township, Porter County, Indiana. PROJECT DESCRIPTION The project consists of the installation of a new drain tile system to replace a failed drain tile system. The overall purpose of the project is to enhance the drainage and storm water management services provided to the surrounding property owners by improving the area's storm water infrastructure. The project generally includes the installation of drain tile, via open trench construction, and the installation of storm sewer structures. The project also includes road cut and repair work, as needed, to install the new culvert across CR 1200 N. It also includes other items incidental to the work including the creation and maintenance of a temporary construction entrance and construction access routes, and the restoration of all areas disturbed during the performance of the work. Excess excavated material generated during the performance of the work is to be disposed of off-site, at an appropriate and, if applicable, properly permitted off-site location. The work includes the carrying out of all duties and obligations and the furnishing of all labor, material, tools, equipment, and other incidentals necessary or convenient to the successful completion of the project. BID SECURITY Each bid shall be accompanied by a bid security made payable to Porter County in an amount not less than ten percent (10%) of bidder's total bid and in the form of a bank cashier's check, bank draft, certified check, or bid bond, on the Bid Bond Form included in the bidding documents, or a form otherwise approved by the Porter County Department of Development & Storm Water Management, executed in accordance with the provisions of Article 19 of the Instructions to Bidders, and issued by a surety acceptable to the Owner and authorized to transact business under the laws of the state of Indiana. The bid security shall stand as a guarantee that the successful bidder will, within ten days after receipt of the notice of award, execute and deliver the contract documents and furnish the required contract security, certificates of insurance, and insurance policy endorsements. MBE: 7% WBE: 5% A "minority business enterprise" (MBE) is defined as a business concern that is: (1) at least 51% owned, managed and controlled by one or more minority individuals, or, in the case of a publicly owned business, at least 51% of the stock is owned by one or more minority individuals; (2) managed and directed by one or more of the minority owners on a daily basis; and, (3) is certified as such by a certifying entity. The ownership interest must be real and continuous and not created solely to meet the MBE goals of this project. A "women's business enterprise" (WBE) is defined as a business concern that is: (1) at least 51% owned, managed, operated and controlled by one or more women, or, in the case of publicly owned business, at least 51% of the stock is owned by one or more women; (2) managed and directed by one or more of the women owners on a daily basis; and, (3) is certified as such by a certifying entity. The ownership interest must be real and continuous and not created solely to meet the WBE goals of this project. Please note that only the utilization of certified MBEs and WBEs can be counted toward the MBE and WBE goals for this project. WITHDRAWAL OF BID A bid may be withdrawn at any time prior to the date and time for the opening of bids by an appropriate written request duly executed by the bidder in accordance with the provisions of Article 19 of these Instructions to Bidders and delivered to the Owner prior to the date and time for the opening of bids. Such withdrawal will not prevent a bidder from submitting a new bid prior to the date and time for the opening of bids. No bid shall be withdrawn without the written consent of Owner for a period of 60 days after the opening of bids. Any bid may be withdrawn at any time following the expiration of such 60 day period, provided that an appropriate written request duly executed by the bidder in accordance with the provisions of Article 19 of these Instructions to Bidders is delivered to the Owner. If no such written request is filed, the date for accepting such bid shall be extended until such written request is filed or until Owner has executed a contract for the work or rejects such bid in writing.
