This RFP is issued by the University Procurement and Contracts Division, which is the only authorized entity to change, modify, and clarify, etc., the provisions of this RFP and to award any contract(s) resulting from this RFP. This RFP is split into 2 projects, Safety Improvements and Repainting. Proposers may provide proposals for one or both of these projects. UC Davis is seeking several safety improvements to the Dairy Road Utility Water to allow utilities personnel access to conduct maintenance activities. Two inspection reports in 2008 and 2016 noted safety deficiencies that require attention (see Appendix 1). UC Davis seeks a vendor to address the below safety improvements on the water tower: o Replace existing access ladder with a ladder that meets current Cal/OSHA regulations as well as ANSI A14.3-2008 and Incorporated by Reference standards for: rung spacing, rung diameter, rail dimensions and proximity to the ground. o The current ladder safety system (LSS) mounted to the primary access ladder is the Miller Saf-T-Climb notched tubular rail. Replace Saf-T-Climb with a cable based system compatible with a with full body harness to match existing campus tower climb system (3M(TM) DBI-SALA(R) Lad-Saf(TM) Cable Vertical Safety System). o Install a safety gate at top of a 150-foot ladder to protect the ladder opening on the deck. o The roof access ladder is arched- starting in a vertical orientation and ending in a nearly horizontal angle. This arrangement is no longer allowed by AWWA D100-11 5.4.2.5. Replace with a vertical ladder equipped with a ladder cage that transitions to a horizontal catwalk equipped with a compliant guardrail. Where access to hatches is required, sections of guardrail can be replaced with spring loaded safety gate(s) and a 5,000-pound rated anchor point. This ladder arrangement will allow safe access to the roof without a Ladder Safety System. Alternatively, install a compliant Ladder Safety System. o The guardrails on the balcony and the riser platform do not meet OSHA, ANSI and AWWA requirements. Install guard rails that include a top rail, mid rail and toe board and install safety gates at guardrail openings to fully comply with relevant regulations and standards. The utility water tower is located at 175 Dairy Road, Davis, CA 95616. The water tower was constructed in 1967, with seismic improvements in the 1990s. The upper portion of the tank was repainted in 2007, while the lower portion was last repainted in 1997. UC Davis is seeking a vendor bids to perform repainting of the interior and exterior portions of the water tower. Safety improvements are also underway for the water tower, and the repainting would follow completion of those improvements.
