These improvements will consist of the construction of a detention pond on a 7.5 acre vacant property at Hood Arroyo, north of Crestwood Drive. The vacant property was acquired by the City of Farmington in January 2015. Floyd Hinesley plans to develop the land to the north and east of the existing Crestwood Estates Subdivision. Mr. Hinesley has agreed to contribute funds for the construction of the Culpepper Detention Pond. A contribution of $3,850 per lot, at the time of closing, is expected. Assuming 78 lots are created, a total of $300,300 is likely to be contributed to the pond construction at buildout. This construction will address storm drainage improvements near Crestwood Drive for capture and control of storm water that has historically resulted in major flooding and overtopping of roadways at Crestwood Drive, Hill-N-Dale Drive, Piñon Hills Boulevard, Hubbard Road, and Rail Road. The project is included in the City's 2026-2030 Capital Improvement Program (CIP). As of April 16, 2025, per owner, this will be a developer driven project. There is no funding appropriated for this project at present. The land is already acquired. *Project information has been obtained through a public capital improvement plan (CIP).
