Site work and new construction of a mixed-use development in Cannon Beach, Oregon. Completed plans call for the construction of a fire / police facility; and for site work for a municipal facility.

As of July 15, 2025, construction had commenced in May 2025. The previous solicitation is for reference purposes only. The building will house the Community Development department, Administration, Public Works, I/T, Finance, Emergency Management, the Haystack Rock Awareness Program (HRAP), Farmers Market and City Council Chamber. In order to serve as a backup Emergency Operations Center, the building is designed to meet Risk Category IV criteria for wind and seismic loads. Site development will include public parking on the east of the property, a new plaza on the west of the property, and 2 parallel parking stalls in the right-of-way along Gower Avenue. It is designed as a Risk Category IV essential facility and will serve as the Emergency Operations Center for the City. Site development includes public and secure parking areas, and a freestanding covered parking structure which is anticipated to be design-build. Additional site work will include driveway improvements at the existing southern access point and closure of the northern access per ODOT requirements. Four existing conex boxes will be permanently relocated approximately 300 yards east. The existing shed will be temporarily relocated during construction and replaced in place on a new slab. All bidders must clearly outline their ability, capacity, and associated cost to furnish payment and performance bonds covering the faithful performance of the subcontract and the payment for all obligations arising hereunder. P&C reserves the right to consider in the evaluation the ability of bidder to provide payment and performance bonds, the associated cost of payment and performance bonds, and the current financial resources of the bidder. All bidders must be registered with the Construction Contractors Board at the time of submission of their proposal and carry all licensing and bonding required for a public project in the State of Oregon. P&C or an affiliate will be submitting a bid for this project for Division 03 Structural Concrete, Division 06 Rough Carpentry, and Division 21 Fire Suppression. There will be no public opening of the proposal received or announcement by P&C of selected firms until such a time after a selection has been made by the project team.
