https://newsadvance.com/news/local/article_ae7ab9a6-7fe5-4d06-b07f-12c112cb783c.html#tracking-source=home-top-story Bedford board awards contract for animal shelter expansion BEDFORD — The Bedford County Animal Shelter expansion project can proceed following the county board of supervisors’ unanimous approval Monday of a contract award, a process that took longer than expected when bids came in higher than the county anticipated. The board’s vote authorizes a contract with Coleman-Adams Construction, Inc. in Forest. The shelter on Falling Creek Road in Bedford next to the county sheriff’s office will expand to include additional dog kennel spaces and a new area for a spay/neuter clinic. Six bids were received, and Coleman-Adams was the lowest bidder, according to a county staff report. County staff met with the company and asked that it explore value-engineering options to bring the project cost down by $88,428, resulting in a contract total of just more than $1 million. The county has received $25,705 in community donations toward the project as of March 14 and that money will be put into a savings account for the shelter. Once the project is complete, the balance in the savings account will be applied to the project and any money beyond that will come from a fund for discretionary matters the county can spend on and/or excess revenues in the current fiscal year budget, according to the report. Ashley Anderson, the county’s director of finance, said about $130,000 is in the shelter savings account. “Any donations we receive between now and the completion of the project will go into that account, which is why we’re waiting until the project is complete to appropriate money,” Anderson said during Monday’s special called board meeting. “That way we can see how much we actually received in donations before we take money from excess revenue for this year.” Doug Coffman, director of public works, has said the expansion will consist of about a 2,940-square-foot addition that essentially doubles the number of dogs the facility can handle at a given time, along with a new welcome area and other improvements. The county’s initial budget for the project was expected at about $313,000, Coffman said at previous meeting when the board voted to advertise the bids. The shelter was built just more than 30 years ago and the county’s population has since increased by about 30,000, which has contributed to an increase in animals. Supervisor Tommy Parker said the bids came in three times higher than the county expected and spoke of a need to brace fiscally for that possibility in other upcoming projects, specifically expansion of the Bedford County Sheriff’s Office and a new social services department building project on Falling Creek Road, which currently are estimated at $18 million combined. Board member Edgar Tuck said the shelter expansion is long overdue.
