Reference Number 0000374779 Purchase Type: One Time Only- Delivery Date: Specify The purpose of the storm water master plan will be to fully analyze drainage basins using recently updated 1' contour data and to forecast the future developed condition out to 50 years for future drainage improvements. Once the City's conditional hydrological storm drain model has been developed, key projects will be selected for a 10-year implementation plan. The master plan will also include possible funding mechanisms to augment the street enterprise funds available to provide infrastructure while minimizing the reliance on loans. Finally, the updated plan and infrastructure will incorporate community goals, such as using storm water to reduce the amount of treated water used to irrigate recreational spaces and improving infiltration such that 97% of all the water from a rainfall event equal to or less than a 5-year storm is fully infiltrated or released within 72 hours. The City of Cortez (the "City"), through its Public Works Department, submits this request for proposals ("RFP") for a consultant to assist the City in a storm water master planning initiative. This project seeks to create a collection of guiding documents that will assist in the effective operation and maintenance of the City's storm water drainage system. The storm water master plan will be funded with local agency dollars; as such, State and Federal reporting requirements will not apply to this project. The selected firm will follow all pertinent local, State, and Federal laws and regulations. There is no Disadvantaged Business Enterprise (DBE) goal requirement set for this work. Performance period of the contract shall be from the date approved by the City (anticipated March 26, 2025): March 26 to June 25, 2025 for Phase 1; and to December 9, 2025 for Phase 2. The proposals submitted in response to this RFP will be used as a basis for selecting the successful proposer for this project. Only one proposer will be chosen and shall perform the entire scope of work advertised in the RFP, in addition to any other changes on a negotiated basis. Each proposer's proposal will be evaluated and ranked according to the criteria provided in Appendix B, "Evaluation Criteria," of this RFP Proposers' attention is directed to Appendix A, "Proposal Requirements."
