2025 Madrone Park Circle Retaining Wall Replacement Project Project Description: Improvements for this project will generally include replacing the existing retaining wall on Madrone Park Circle near North Ferndale with new soldier pile and lagging wall (approximately 45' in length) including backfill of wall and roadway patching to replace pavement removed as necessary for construction under this contract. Bidder shall be responsible for traffic control, planned road closures and staging as location of construction has limited access. Madrone Park Circle is a private dead end road. Alternate Bid Items are included for 1) extending the wall; 2) additional roadway patching in area of existing retaining wall; and, and 3) additional roadway patching in other areas of Madrone Park Circle. The Engineer's estimate for this project (base bid) is $158,800. Bids are required for the entire work described herein. The Contractor shall possess a valid Class "A" License at time of bid submittal. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and all subcontractors' registration must remain active throughout the term of the Contract. A Bid Bond, cash, certified check, or cashier's check, in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. Award of contract, if awarded, will be to the lowest responsible bidder for the Base Bid whose proposal complies with prescribed requirements, and will be within sixty (60) days after receipt of proposals. The Board of Supervisors of the County of Marin reserves the right to reject any or all bids and the right to waive any irregularities. At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code. Pursuant to Public Contract Code Sections 7201 and 9203, the County of Marin shall retain 5 percent of the contract price until final completion and acceptance of the project. This project is to be advertised pursuant to Public Contract Code 22037. Questions concerning the Bid should be submitted via online no later than 5 p.m. on Tuesday, February 18, 2025. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Bidder shall thoroughly investigate the conditions which will be encountered in the project including, but not limited to, existing underground and overhead utilities, steep terrain, road width, space needed to flag traffic, drilling conditions, staging and site access challenges. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The County of Marin hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and woman owned business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Department of Public Works. Prevailing Wage rates are also available at the State of California Division of Labor Statistics and Research website: online. Equipment rental rates as determined by the State of California are listed in the Department of Transportation publication entitled "Labor Surcharges and Equipment Rental Rates," issued semimonthly. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M. and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected.
