This RFP seeks proposals intending to provide maintenance and emergency heating, ventilation, and air conditioning services (HVAC services) for all facilities owned by Franklin County including the Franklin County Courthouse, Public Safety Building, Justice Center, Corrections Center, Franklin County Courthouse, Annex, Public Works Shop, Public Works Office, Public Works Connell Shop (hereinafter also collectively referred to as the "Site(s)"). It is the County's intent through this RFP to obtain HVAC services that maximize equipment and building life, ensure reliable, safe environments for building occupants, and increase the efficiency of the building operational systems. The County shall have the perpetual option to add to or modify any HVAC services Contract awarded to the Bidder/Contractor to incorporate equipment or building systems that are acquired or abandoned after the Contract is signed. Proposal Preparation. All proposals shall be typed or printed in ink, prepared on the form furnished by Franklin County (Appendix A) and signed by an authorized person of the Bidder's firm. If errors are made, the person signing the proposal shall initial and date the corrections. The period for which building environmental systems maintenance is to be provided in accordance with these specifications shall commence on April 2, 2025 and shall continue for a period of three (3) years ending March 31, 2028. Bid Security. Each bid must be accompanied by a certified check, cashier's check, money order or a bid bond in favor of the Owner in an amount of not less than five percent (5%) of the total bid. The check, money order, or bid bond will be held as a guarantee that the successful bidder will, within ten (10) days from the date of notification of award, furnish the required contract bonds and enter into a contract with the County. Failure to furnish this bid bond will cause the Contractor's proposal to be rejected and the County shall consider other proposals that have met all specified requirements. Contract Security. As security for the performance of this Contract, the Contractor will be required to furnish a performance, payment and maintenance bond, in an amount equal to 100% of the contract sum.
