All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and specifications. Every bid must be accompanied by a certified check or a bid bond in the amount of 10% of the bid, but not in excess of $20,000. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act as to the Bidder and all subcontractors. All bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. Bidder must include with its bid its own Business Registration Certificate and that of all subcontractors. Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., " Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. is project is a school facilities project as defined in the Education Facilities Construction and Financing Act, N.J.S.A. 18A:7G-1 et seq. and may be funded in part with grant monies from the New Jersey Schools Development Authority (SDA). All contractors and subcontractors engaged by the Board to work on this project shall agree to be bound by the terms of a Grant Agreement issued by the SDA, which, if applicable, will be available for inspection at the Board office during business hours. No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. PLEASE NOTE that the Board will not award the contract to a bidder unless the bidder enters into a Project Labor Agreement with the Bergen County Building Trades Council in the form set forth in the bid specifications, in accordance with N.J.S.A. 52:38-5. No bid may be withdrawn for a period of sixty days from the opening of the bids. The River Vale Board of Education reserves the right to reject any or all bids and waive any minor informality in the bidding process in accordance with the law if it is in the best interest of the Board of Education. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the River Vale Board of Education.
