The City of West Haven is seeking proposals from qualified firms to provide project management coordination and planning services to study the conversion of the former Anna V. Molloy School into a Community Center. The selected consultant will be responsible for reviewing existing studies, managing programmatic efforts, and developing project plans to support the City's vision for a functional and sustainable community center. The selected firm will be required to perform the following services: 1. Review of Existing Studies and Reports o Assess prior assessments, feasibility studies, and other available documentation relevant to the Molloy School building. 2. Regulatory Compliance & Zoning Analysis o Evaluate zoning regulations, building codes, and ADA compliance to determine necessary approvals for repurposing the school into a community center. o Identify necessary permits and create a compliance roadmap. 3. Stakeholder Engagement & Public Input o Conduct outreach with community members and key stakeholders to gather input on desired uses and features. o Organize and facilitate public engagement sessions and meetings with local officials, non-profits, and potential tenants. 4. Facilitate and Manage the Programming Effort o Coordinate with stakeholders to identify the functional needs of the proposed community center, including additional programmatic uses within the building. 5. Develop Project Concept and Floor Plan o Create a conceptual design and floor plan that aligns with the needs of the community and City officials. 6. Develop Total Project Budget o Prepare an estimated cost analysis covering design, construction, renovation, operational needs, and future maintenance. 7. Developing a Potential Project Schedule o Establish a timeline outlining project phases from initial approval through final completion. 8. Explore Tax Credit & Grant Opportunities o Identify potential state and federal tax credits, grants, and funding mechanisms to support the redevelopment effort. o Evaluate eligibility for funding sources such as CT DECD, CDBG grants, and historic preservation incentives. 9. Energy Efficiency & Sustainability o Assess green building practices, energy efficiency improvements, and potential grants or incentives for sustainable construction. o Consider solar energy options or HVAC system improvements to enhance long-term sustainability. 10. Feasibility of Funding Sources o Provide an analysis of potential funding opportunities including federal, state, and local grants, tax credits, and private investment opportunities. o Explore public-private partnership opportunities. 11. Conceptual Cost-Benefit Analysis o Conduct a financial feasibility study to assess long-term operational costs, revenue potential (e.g., renting space, partnerships), and funding gaps. o Provide an economic impact analysis on the benefits of the project to the community. 12. Risk Assessment Identify potential risks and challenges such as: o Structural deficiencies or costly renovations. o Environmental concerns (e.g., asbestos, lead paint, mold). o Financial sustainability and ongoing operational costs. 13. Project Phasing & Implementation Strategy o Develop a phased implementation plan, including: o Short-term needs (basic renovations for initial opening). o Mid-term development (programmatic expansion). o Long-term vision (full operational and funding model). 14. Technology & Connectivity Needs o Evaluate IT and connectivity infrastructure including: o Public Wi-Fi availability. o Upgrades to telecommunications systems. o Security enhancements such as surveillance cameras and alarm systems. 15. Procurement & Contractor Recommendations o Identify potential construction firms and service providers specializing in municipal renovation projects. o Provide recommendations on the best approach for selecting vendors once the project moves forward. Interested firms must submit the following information: o Company Profile: A summary of the firm's qualifications, experience, and relevant expertise in community center planning and school building repurpose. o Project Team: Key personnel assigned to the project, including resumes and roles. o Experience and References: Provide at least three (3) references for similar projects completed in the past five years. o Project Approach: A description of the firm's methodology, project understanding, and proposed work plan. o Cost Proposal: A detailed fee structure including hourly rates, anticipated reimbursable expenses, and total estimated costs. o Schedule: A projected timeline for completing the planning and study phases. Proposals will be evaluated based on the following criteria: o Demonstrated experience in municipal planning and redevelopment projects. o Understanding of project scope and proposed approach. o Qualifications of personnel and project team. o Cost effectiveness of proposal. o Ability to meet project deadlines and timeline. CHRO Compliance with DECD Funding: "This project is subject to the provisions of Connecticut General Statutes 4a-60 and 4a-60a, which address nondiscrimination and affirmative action requirements. As a condition of DECD funding, the contractor agrees to: 1. Nondiscrimination: Comply with all applicable federal and state laws regarding equal employment opportunities, including but not limited to race, color, religious creed, age, marital status, national origin, ancestry, sex, gender identity or expression, sexual orientation, and physical or mental disability. 2. Affirmative Action: Develop and implement an affirmative action plan in accordance with the Connecticut Commission on Human Rights and Opportunities (CHRO) regulations and directives. This includes filing appropriate documentation with CHRO for review and approval. 3. Set-Aside Goals: Demonstrate a good faith effort to meet State of Connecticut set-aside goals for Minority Business Enterprises (MBEs), Women-Owned Businesses (WBEs), and other eligible small businesses as required under CGS 4a-60g."
