The City of West Haven is seeking sealed bids from qualified contractors for the installation of wooden guardrails at the Morse Park Parking Lot located at 103 Beach Street. This project is funded through CDA funding, U.S. Department of Housing and Urban Development (HUD) through the Community Block Grant (CDBG) Program administered by the City of West Haven. As such, federal labor standards and other HUD requirements apply including Davis-Bacon prevailing wage requirements. 1. Morse Park parking lot _ Install a wooden guardrail between the gravel parking lot and grass area on the park side. _ Total length: Approximately 370 feet. _ Materials: o 8" x 8" pressure-treated posts o 4" x 8" beams, each 10 feet in length Funding & Federal Requirements This project is subject to HUD federal regulations, including but not limited to: 1. Davis-Bacon and Related Acts a. Prevailing wages apply to all laborers and mechanics. b. Bidders must reference the wage determination provided or request a copy from the City c. Certified payroll reports must be submitted weekly 2. Section 3 Compliance a. Contractors are encouraged to provide employment, training and contracting opportunities to low and very low-income residents and to utilize Section 3 businesses. b.
