Site work for a mixed-use development in West Haven, Connecticut. Completed plans call for site work for a playground / park / athletic field; and sidewalk / parking lot.

The request for information deadline is noon Tuesday, April 15, 2025. The City of West Haven is seeking sealed bids from qualified contractors for the installation of wooden guardrails at the Morse Park Parking Lot located at 103 Beach Street. This project is funded through CDA funding, U.S. Department of Housing and Urban Development (HUD) through the Community Block Grant (CDBG) Program administered by the City of West Haven. As such, federal labor standards and other HUD requirements apply including Davis-Bacon prevailing wage requirements. 1. Morse Park parking lot _ Install a wooden guardrail between the gravel parking lot and grass area on the park side. _ Total length: Approximately 370 feet. _ Materials: o 8" x 8" pressure-treated posts o 4" x 8" beams, each 10 feet in length Funding & Federal Requirements This project is subject to HUD federal regulations, including but not limited to: 1. Davis-Bacon and Related Acts a. Prevailing wages apply to all laborers and mechanics. b. Bidders must reference the wage determination provided or request a copy from the City c. Certified payroll reports must be submitted weekly 2. Section 3 Compliance a. Contractors are encouraged to provide employment, training and contracting opportunities to low and very low-income residents and to utilize Section 3 businesses. b. A Section 3 Business Concern self-certification form may be required. 3. Equal Opportunity Requirements a. Contractor must comply with Title VI of the Civil Rights Act of 1964 b. Section 109 of the Housing and Community Development Act of 1974 c. Executive Orders 11246 and 11375 (Equal Employment Opportunity) 4. By submitting a bid, contractors agree to comply with the Anti-Kickback Act a. Contract Work Hours and Safety Standards Act b. Clean Air Act and Federal Water Pollution Control Act c. Byrd Anti-Lobbying Amendment d. Debarment and Suspension Certification ( contractors must not be listed on SAM.gov) MBE/WBE and Section 3 businesses are strongly encouraged to participate.
