The project includes construction of a third engineered landfill cell (Cell 2) with leachate collection systems required by the RM of St. Clements by September 30, 2025. Provisional items include the addition of a third leachate storage pond to expand the on-site leachate management system. The provisional work includes the construction of a leachate storage pond at Libau Landfill, currently under design. Approximate dimensions of the pond: 120 m by 120 m (center line, top of berm). Pond will be approximately 2.0 m deep, 4:1 slopes with an additional 1.0 m freeboard. The pond is to be constructed due west of the existing ones and will include a 1.0 m re-compacted clay liner and a 60 MIL HDPE geosynthetic liner. Will include an access road (approximately 100 m long, 6 m wide) branching out of road 88 N; following the parameters of the "Internal Access Road" for Cell 2. Provide a Bid Bond in the amount of 10% of the Bid price. The Bid Bond shall be valid for a period not less than ninety (90) days from the date of Bid Closing. Contractor must provide a Performance Bond and a Labor and Materials Payment Bond both in the amount of 50% of the contract price. As a minimum, General Liability Insurance, Automobile Liability Insurance, All Risk Property Insurance and Contractors Equipment Insurance, with minimum limits of coverage of five million dollars ($5,000,000) per occurrence and with a property damage deductible of ten thousand dollars ($10,000) maximum, will be required for this contract.
