Columbia Basin Domestic Waterline Replacement A. Base bids greater than $150,000; Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety. B. Base bids $150,000 or less, Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety, unless the Contractor agrees Owner may, in lieu of the bond(s), retain 10 percent of the Contract Sum for the period allowed by RCW 39.08.010. C. For additional information see Section 00702.04. For bids of $35,000 or less, no bid guarantee is required. Bids greater than $35,000 shall be accompanied by a certified check, cashier's check, or bid bond payable to the Washington Department of Fish and Wildlife in an amount equal to at least five-percent of the bid as evidence of good faith and as a guarantee that, if awarded the Contract, the bidder will execute the Contract and give separate bond as required, see Section 00702.06. Provide all labor, materials, equipment, and permits to install a new domestic waterline at the Department's Columbia Basin Hatchery and Wildlife Building, located at 6785 Rd K NE A, Moses Lake, Washington 98837, GPS Coordinates 47.18648, -119.25234, in Grant County. The Owner may NOT answer questions received after 2:00 p.m. five business days prior to the bid opening. In projects estimated to cost One Million Dollars or more, be aware that the following requirements will be part of the resulting contract. In accordance with RCW 39.04.320 (Apprenticeship Training Programs), for all public works estimated by the Project Engineer to cost one million dollars or more, the state of Washington requires no less than 15% of the labor hours be performed by apprentices. A contractor or subcontractor may not be required to exceed the 15% requirement. The bid advertisement and Bid Form shall establish a minimum required percentage of apprentice labor hours compared to the total labor hours. The lowest responsive bid and responsible bidder is based upon the Base Bid. The Ownerreserves the right to award the contract amount based on any or all of the bid items listed, to restrict the contract amount to the funds available, and to reject any or all bids for any reason whatsoever and waive informalities. Substantial Completion shall be achieved by June 16, 2025. Final Completion shall be achieved by June 23, 2025. No pre-bid walkthrough is scheduled, Contractors are strongly encouraged to independently visit the site.
