As of July 08, 2025, this project has not yet been awarded. A timeline for the award has not yet been established. The City of Pasadena is requesting statements of qualifications, technical proposals, and price proposals ("Proposal(s)") for a Construction Manager at Risk ("CMAR" or "Contractor") to provide preconstruction/design-assist services and -- if City's option to authorize Phase 2 is exercised -- construction services, for the Central Library Seismic Retrofit and Renovations (the "Project") as indicated below and described in greater detail in the Contract Documents enumerated in the City's Standard Form of Agreement. The City is seeking a CMAR that excels in six (6) key areas: project experience, team composition, project approach and methodology, financial strength, local business commitment and safety record, while also demonstrating a collaborative mindset to achieve optimal value within the Project budget and desired schedule. A Selection Committee shall review the Proposals received and, based on the criteria identified in the RFP, the committee shall select no more than five (5) of the highest scoring finalists to shortlist, interview, and complete final scoring pursuant to the P.M.C. section 4.08.047, competitive selection, using the CMAR alternative project delivery method. Proposer recommended for award of the contract will be evaluated and determined on a best value basis, based on qualifications, technical proposal, price proposal, and interview scores. Construction Manager at Risk is a two-phased project delivery process: (1) Preconstruction/Design Assist Services, which includes Phase 1A, Selective Demolition Work ("Phase 1") and an option for (2) Construction ("Phase 2"). If the City authorizes Phase 2 it will either issue an amendment to the Phase 1 contract or a separate contract for Phase 2. Note: The City is not obligated to authorize Phase 2 or issue a contract for Phase 2 - Construction. It is the City's intent to reach a mutually agreeable Guaranteed Maximum Price (GMP) prior to an award of Phase 2 contract/amendment. See Article 3 below for further details on authorization of Phases. The Central Library, designed by Myron Hunt and opened in 1927, was the first building completed in Pasadena's historic Civic Center Plan and is listed on the National Register of Historic Places. As the cornerstone of Pasadena's library system, the Central Library is a learning center for all, providing a comprehensive range of resources and services that far surpass those of branch libraries. It serves as the main repository for rare and specialized materials, offering access to a wealth of information for researchers, students, and the general public. The library is equipped with advanced technological resources, extensive digital archives, and specialized research tools that branch libraries do not have. Additionally, it hosts large-scale programs, workshops, and cultural events, making it a hub for community engagement and education on a broader scale. The expertise of its staff, including subject matter specialists and archivists, supports in-depth research and specialized inquiries. Overall, the Central Library's extensive resources, advanced facilities, and far-reaching programs make it an indispensable institution within the library system, ensuring that comprehensive information and services are accessible to the entire community. Following a structural assessment in 2021, it was determined that the building's unreinforced masonry construction made it vulnerable to seismic activity, leading to the library's closure. Prior to the closure, the Central Library welcomed an average of 1,000 visitors daily and hosted 232 events and 876 community meetings annually. An estimated 30,000-40,000 community members attended educational programs, story times, author visits, cultural events, and other large-scale gatherings each year. The closure has significantly disrupted these services, limiting access to its vast collection, specialized research tools, and technological resources, as well as its role as a venue for large-scale events. Additionally, the library's absence has created a gap in community engagement, particularly for residents who relied on it for educational enrichment, cultural programs, and public services not available at branch libraries. In November 2024, Pasadena voters approved Measure PL, a $195 million bond measure to fund the construction phase of the Project, reaffirming the City's commitment to both preserving the Central Library and enhancing its role as a vital community resource. The Central Library Seismic Retrofit and Renovations Project is currently in the design phase, led by Gruen Associates, with a team that includes, Historic Resources Group (HRG), a historic preservation consultant to ensure that the seismic retrofitting respects the building's architectural significance. Additionally, independent oversight of the design process is provided by the Mayor appointed Technical Oversight Committee, which offers critical feedback and advises on the retrofit design to ensure the Project meets both technical and preservation objectives. The retrofit will include upgraded foundations and concrete shear wall reinforcement to protect the structure from future seismic events, along with necessary replacement of outdated building systems and technology. The renovation will also create more flexible spaces to meet the evolving needs of the community. The Project is expected to be completed by August 2028. To address the disruption caused by the library's closure, staff is working diligently to expedite the Project's timeline to ensure the library can reopen as soon as possible. While the closure has undeniably impacted the community, the seismic retrofit, repairs, and renovations will ultimately preserve and enhance the library's role as a cornerstone of Pasadena's educational, cultural, and civic life. Question Submission Deadline:May 21, 2025, 2:00pm The services sought by this RFP include all labor, materials, equipment and services necessary during the preconstruction phase and to construct the Project. The Proposer shall work on to obtain approvals in increments that will facilitate the approved schedule defined at the completion of Phase 1, and if the City chooses to proceed with Phase 2. The complete and specific scopes of work to be performed by the Proposer are defined by the Phases, each of which will consist of a preconstruction phase (design assist/constructability review), a selective demolition phase and a construction phase. This RFP summarizes, and supplements services specified in the Contract Documents. Documents are cumulative, and the Proposer is required to provide services specified in the RFP, its Proposal, and executed contract. The Project includes, but is not limited to the following: Demolition Services (certain demolition will occur during Phase 1A). New Mechanical, Electrical and Plumbing (MEP) systems Fire Life Safety New fire alarm/detection systems New fire sprinkler/suppression system New Hot and Cold water lines. New building suspended ceilings Roofing and installation fall restraint systems New interior LED lighting New offices, equipment/storage areas, restrooms, and related facilities American with Disabilities Act compliance Mechanical piping insulation New water fountains in public areas Ceiling and wall access panels, new flooring or carpet in a few spaces. Interior Painting and Exterior Painting of the Building New power service. New Electrical Panels, switchgears, and transformers. Abatement of asbestos and lead for construction activities New elevator equipment. Demolish and replace horizontal storm and sewer within and outside the building footprint. New interior and exterior signage Installation of a new fiber and security; related low voltage system Commissioning of all new systems (MEP, Fire Alarm, Fire Sprinkler, Elevators, etc.) New Office Furniture Installation of new footings and shotcrete walls. Cataloging of all existing historic fabric, removal and storage of all historic materials prior to demolition and put back of all historic fabric after new walls are installed Stormwater capture system Off-site improvements including street lighting, sidewalk, driveways, curb ramps, and full width AC replacement Utility and subsurface investigation Solar Panel system New Foundations All required shoring design to complete the stipulated scope of work for the Project 3.2. Phase 1 - Preconstruction/Design Assist The CMAR will participate in pre-construction services by providing input for scheduling, budgeting, development of documentation, inventory of existing materials, bidding of sub-contractors, and construction of the Project and for "constructability" issues, which shall include, at a minimum, the following. Collaboration with City representatives, Architect/Engineers and City Consultants Preparation of construction cost analysis and estimates to develop a GMP Preparation of construction schedule(s) and recommended phasing Investigation of existing conditions Identification of construction risk factors and proposed mitigations Constructability review and recommendations Value Engineering and recommendations Work Phasing Plan and Bid Package Development and Subcontractor qualifications and procurement strategies Schedule Development and early procurement schedule including all critical activities such as, but not limited to: MEP systems, structural steel procurement, shoring design & approval, doors/frames, exterior cladding, window systems, etc. Early verification of required permits and review of all proposed deferred approved work. (NOTE: The City has contracted a third-party Plan Check Reviewer for the plan check. The City of Pasadena Building and Safety will be issuing construction permits.) CMAR's Project plan/schedule as submitted with its Proposal will be further defined and agreed upon in consultation with the City and A/E Team. Procurement recommendations for all subcontractor trades including requirements for pricing for Final GMP Proposal Verification of entitlements and permits requirements Preparation of Guarantee Maximum Price ("GMP") proposal package for Phase 2 Regarding recommendations to be made by the CMAR, CMAR shall recommend, if necessary, appropriate modifications of the Design Documents to lower both the CMAR's and the Architect or Engineer's independent cost estimates to amounts equal to or lower than the budget amount the City provides to the CMAR. CMAR is responsible for confirming at the end of each preconstruction milestone, in writing to the City, that all Project and construction costs have been identified and that the design and/or construction documents are in conformance with the requirements of the Project. 3.3. Phase 1 - Calculation of the Guaranteed Maximum Price ("GMP") Based on the GMP provided by the CMAR to the City in accordance with the requirements of the Contract Documents, the City shall have the option to take the following action: Accept the Final GMP Proposal through amendment to the Contract and Proceed with the Construction Phase 2 of the Project; City may suggest modifications to such Final GMP Proposal, whereupon if such modifications are accepted in writing by CMAR, such Final GMP Proposal shall be deemed accepted, and the parties shall proceed to amend the Contract and Proceed with the Construction Phase 2 of the Project; Terminate CMAR's performance of the Agreement and enter into a contract with any other person or entity, including any qualified CMAR(s), Subcontractor(s), and supplier(s) for the performance of the Work, or any portion thereof. City shall accept assignment of such CMAR subcontracts as it chooses, and CMAR shall only be entitled to compensation for the undisputed earned value of Phase I to complete the Preconstruction and Phase 1A, Selective Demolition; Provide additional funds as required to authorize the Project; Negotiate the GMP and request the CMAR's Best and Final Offer (BAFO); or At the City's option and as a negotiated service, have the Architect or Engineer and CMAR repeat the appropriate and necessary activities of the Preconstruction Phase, with the goal of modifying the Design Documents or period of proposed construction to reduce the total cost of the resultant combination of bids and alternate(s). CMAR shall endeavor to mitigate any time lost due to re-bids or due to revising the Master Project Schedule for the Construction Phase of the Project. Until GMP acceptable to the City is reached, this re-bidding process may be repeated a second time at the discretion of the City. If the second re-bid fails to produce a total construction cost less than or equal to an amount acceptable to the City, CMAR's performance of this Agreement may be terminated by the City. 3.4. Phase 1A - Selective Demolition After award of Phase 1, the CMAR/Contractor will be asked to provide a "CMAR Price Proposal" for the following work to be commenced prior to authorization and commencement of Phase 2 construction: Demolition of all existing mechanical, electrical and plumbing systems. (Refer to sheets MD010-013, ED010-014, PD010-013 ). Contractor to evaluate the existing electrical system to determine the final demolition scope in order to keep a portion of the system operational as part of "temporary electrical service" for Phase 2 - Construction. Selective demo and salvaging of interior. (Refer to sheets AD010-AD203, and AD311-AD315). There will be NO EXTERIOR demolition work during this phase. Phase 2 - Construction (At the City's Option) If the City elects to proceed with Phase 2 of this RFP, the CMAR will then select bids and contract with all subcontractors required for the work and provide the services listed below and as detailed in the Drawings and Technical Specifications for this project: Collaboration with City representatives, Architect/Engineer, and Consultants Project management, project engineering, supervision, safety, and QA/QC Qualified SWPPP Developer (QSD)/Qualified SWPPP Practitioner (QSP) services, storm water management, and dust control Temporary construction, temporary facilities, temporary services, consumables, printing, and delivery Preparation and coordination of subcontractor packages and bid activities Subcontractor management and coordination Preparation and coordination of submittals, shop drawings, and product data Commissioning pre-functional testing, startup, functional testing, reporting Construction, materials, equipment, labor and supplies Project accounting and reporting Payment application preparation and lien waiver management Labor compliance documentation, certified payroll, and daily reports Construction schedule management and reporting Application and payment of permits and fees at cost Submittals and approvals from all agencies having jurisdiction Coordination with utilities (water & power) and all communications providers Construction progress cleaning and final cleaning Coordination of as-built documentation and closeout deliverables The City reserves the right to contract separately with other suppliers, vendors, consultants and contractors as deemed in the best interest of the City's Project. For construction work, this includes, but is not limited to: Independent testing and commissioning for acceptance of the Work, including materials testing and inspection, HVAC testing and balancing, etc., as may be applicable for City's acceptance of this Project. Other consultants and contractors deemed necessary as recommend by staff, the City and Architect. 3.6. Firms Associated with the Project The City of Pasadena engaged the following firms to provide design, environmental and construction documents for this "project": Gruen Associates Nabih Yousef and Associates (NYA) Wiss, Janney, Elstner Associates, Inc. (WJE) GeoPentec NV5, dba Alta Environmental, L.P. Krakower & Associates VMA, dba Corbis Global/Corbis Studio Fairbank, Maslin, Maullin, Metz & Associates (FM3) The firms noted above have been associated with this project and are provided for informational purposes only. The Proposer is solely responsible for due diligence in identifying and avoiding all potential conflicts of interest related to contracting for, and construction of this Project. 3.7. Owner Furnish Contractor Install Equipment (OFCI) The City may elect to procure certain materials/equipment directly, with coordination and scheduling support from the CMAR. The equipment would then be assigned to the CMAR with the full acceptance of responsibilities for coordination and installation. A complete list of items will be developed by the City of Pasadena and CMAR during the Phase 1 - Design Assist/Constructability phase.
