The City of Pasadena seeks bids to assist in watering of public trees in the public right-of-way. Contractors will be expected to furnish all necessary equipment to water trees and reconstruct tree wells throughout Pasadena's urban forest. Award of Bid and Determination of Responsiveness The contract shall be awarded to the lowest responsive and responsible bidder. In determining whether a bidder is responsible and responsive, the following shall be considered: The quality of the material offered; The ability, capacity and skill of the bidder to perform the contract or provide the material or services; Whether the bidder can perform the contract or provide the service promptly, or within the time specified, without delay or interference; The sufficiency of the bidder's financial resources and the effect thereof on his ability to perform the contract or provide the material or services; The character, integrity, reputation, judgment, experience and efficiency of the bidder; The quality and timeliness of the bidder's performance on previous orders or contracts for the City; Litigation by the bidder on previous orders or contracts with the City; The ability of the bidder to provide future maintenance and service where such maintenance and service is essential; The initial term of the contract resulting from these Specifications shall be for three years from the date of execution by the City. No optional extension periods will be included with this contract.
