Site work for a mixed-use development in Puyallup, Washington. Conceptual plans call for site work for a road / highway; and sidewalk / parking lot.

The City of Puyallup, in accordance with Chapter 39.80 RCW, hereby requests Statements of Qualifications (SOQ) for the above-named project. Interested consultants must submit a SOQ as outlined in this request. The City has created a preliminary plan to introduce wayfinding signage into downtown Puyallup. The Plan aims to create an intentional wayfinding system to help visitors and residents navigate downtown successfully. The project also seeks to connect destinations, such as the Fairgrounds, through signage together into downtown. This includes creating a plan for designing and installing gateway signs at entries to downtown, directional signs and maps, and other wayfinding tools to make downtown more navigable. The goals of the project are: o Help people navigate through downtown and better connect downtown and the Fairgrounds. o Develop a consistent and coordinated signage system. o Implement street improvements, enhance key entries to downtown, and help develop and strengthen Puyallup's unique identity. o Explore opportunities for incorporating art features into the wayfinding system. In a previous contract, the City created a Wayfinding Plan and a conceptual layout of the signs and gateways downtown, which the City Council has reviewed and approved. The City is now seeking final design and engineering services for the Wayfinding Signage Project to implement, install and construct the signage as desired. All services are to be performed or supervised by persons appropriately licensed or registered under state laws governing the practice of engineering and surveying. Consultants should have a minimum of 5 years of design experience and must be experienced in the preparation of construction drawings, bid specifications, and construction cost estimates utilizing WSDOT Standard Specifications. Consultants should also have familiarization with MUTCD requirements and AASHTO Geometric Design of Highways and Streets. The selected Consultant shall anticipate entering into a Professional Services Agreement. A template of the agreement can be found at the following web address for review. Financing for the project has been provided and payment to the Consultant by regular monthly payments for time and materials furnished with be by City check. Evaluation of Proposals July 1 - July 31, 2025 Interviews (if needed)- July 2025 Final Selection - August 2025 Scope & Budget Development/Negotiations August 2025 - September 2025 Notice of Award- September 2025 Execute Contract and Notice to Proceed - October 2025. The work is anticipated to begin immediately upon execution of the Agreement and continue through final design. The tentative date for completion of the final design is Q3 2026. An amendment to the contract may be issued for support services through construction. Statement of qualifications shall be limited to ten (10) single-sided 8.5"x11" pages, excluding a cover letter, table of contents, and key personnel resumes. Resumes should be no longer than 1 page for each key personnel. The City reserves the right to determine which submittal is in the City's best interest and to award the contract on that basis, to reject any and all submittals, waive any irregularities of any submittal, and negotiate with any potential consultant if such is deemed to be in the best interest of the City. The method of Contractor Selection has not been Determined at this time.
