The Croydon School District invites qualified design-build contractors to submit proposals for the renovation of its historic schoolhouse, a significant cultural and historical asset constructed in the 1830s. The project encompasses preservation, rehabilitation, and modernization to ensure structural integrity, accessibility, and functionality while adhering to historic preservation standards. This RFP outlines the scope of work, contract requirements, and submission guidelines for a design-build contract with a guaranteed maximum price (GMP) Construction start timeline begins on or around June 19, 2026 For additional information please contact: Aaron McKeon, School Board Chair amckeon@croydonsd.org The schoolhouse is a single-story brick structure with a gable roof, belfry, and minimal modern additions. The project addresses deterioration, accessibility upgrades, and system modernizations to support continued use. Work will require compliance with historic preservation standards. Location: 889 NH-10, Croydon, NH 03773 Contract Type: Design-Build with GMP Construction Start: On or Around June 19, 2026 Completion Deadline: Within 2 months (approximately August 18, 2026) Scope of Work The contractor is responsible for all design, permitting, labor, materials, and construction, ensuring compliance with historic preservation standards, ADA requirements, and local building codes. Division 01 - General Requirements o Provide all design and construction services under a design-build contract with a GMP. o Include a 10% contingency in the GMP for unforeseen conditions. o Include an allowance for asbestos testing and abatement, if required. o Obtain all required permits and approvals. o Adhere to the project schedule: commence work on or around June 19, 2026, and complete within 2 months. o Coordinate with the owner on subcontractor selection; the owner reserves the right to suggest and review subcontractors, with the general contractor having final say except for masonry, which requires owner approval. Division 02 - Existing Conditions o Test for presence of asbestos. o Abate asbestos as needed during demolition or construction, included as an allowance in the GMP. Division 03 - Concrete o Entrance Portico Landing: Replace the cracked and spalling concrete landing at the main entrance portico with a level, code-compliant landing. Division 04 - Masonry o Brick Repointing: Repoint brickwork in areas requiring repair (e.g., south gable end diagonal crack, exterior chimney) using soft mortar containing lime rather than Portland cement. The masonry subcontractor must be approved by the owner due to the historical nature of the work. Division 05 - Metals o Handrails: Install code-compliant pipe handrails at the main entrance portico. Division 08 - Openings o Interior Schoolroom Doorway: Widen the schoolroom doorway from 32" to 36" to meet accessibility standards. To preserve evidence of historical adaptation, the existing 5-panel door should be adapted by adding 2" wood strips at each of its stiles and re-morticing the lockset. o Other Interior Doors: Replace interior doors as needed to meet code and functionality requirements. Division 09 - Finishes o Exterior Painting: Scrape, prime, and repaint exterior trim, windowsills, belfry, rake-boards, returns, soffits, and main entrance portico using high-quality, historically appropriate white paint. Primer must be oil-based and paint must be long-lasting latex. Disc grinding is to be avoided, and some sills may require consolidation using an epoxy-based product to fill larger cracks before priming and painting. The historic window trim beading must be preserved and made distinct by removing excess paint that has since covered the beading. o Interior Painting: Repaint all interior surfaces (except floors) with historically appropriate colors, potentially informed by paint analysis. o Flooring Replacement: Install commercial-grade luxury vinyl plank (LVP) flooring to replace existing, selecting a design mimicking period-appropriate hardwood (e.g., medium-brown oak or walnut) with a minimum 20 mil wear layer for enhanced durability under heavy use. If, upon removal of the flooring in the office area, the original flooring is intact underneath, it may be preserved or restored provided the original materials remain in place. o Portico Stair Treads: Apply contrasting color at tread nosings of the main entrance portico stairs to meet accessibility and safety standards. Division 10 - Specialties o Exit Signage: Install internally illuminated exit signage to meet current safety standards. Division 11 - Equipment o Lavatory Fixtures: Reconfigure one lavatory to meet ADA compliance by rearranging cabinetry, sinks, and grab bars using existing fixtures. Division 22 - Heating, Ventilation, and Air Conditioning (HVAC) o Furnace Replacement: Replace the oil-burner furnace, which has reached the end of its service life. Division 26 - Electrical o Replace main electrical service, wiring (NM and MC), and service panels. o Upgrade lighting from fluorescent tubes to energy-efficient LED fixtures. Retention of any historic components is desired whenever possible. o Install additional electrical outlets and GFCI breakers as needed. o Install new telecom drops for improved connectivity. o Emergency Lighting: Replace expired emergency lighting batteries. o Inspect electrical wiring (while attic is free of insulation) and replace as needed. Division 32 - Exterior Improvements o Pave two handicap parking spaces and a walkway from the parking spaces to the school entrance, ensuring ADA compliance. o Install exterior site lighting to enhance safety and accessibility. Additional Contract Requirements o Historic Preservation Standards: Preserve historic standards as detailed in earlier sections (e.g. lime-based mortar for brickwork, etc.). o Insurance and Bonding: Provide general liability insurance, workers' compensation, a performance bond, and builder's risk insurance. o Subcontractor Coordination: Facilitate owner involvement in subcontractor selection as outlined in Division 01, ensuring owner approval for the masonry subcontractor.
