Grounds Irrigation Tank Replacement 100% Completion: April 24, 2026. July 7, 2025: 5:00 PM, All questions and requests for information must be submitted to David Willis at: dwillis@yccd.edu. July 8, 2025: 5:00 PM, Addendum Issued if needed. The Contractors Performance and Payment bonds are required within 7 calendar days after the Notice of Award is provided to the Contractor. The Bid Bond is required with the proposal. The District reserves the right to reject any or all proposals or any part of the proposal and to waive informalities and minor irregularities in the proposals received. Inspect and investigate all existing campus site conditions of the tank, supports, piping, and general irrigation system. Design a new replacement tank with gauges, valves, pressure relief valves, coatings to protect the tank from corrosion for the next 20 years, drain piping and valves, seismic supports that are architecturally attractive yet functional to match the existing tank capacity. The existing tank, supports and associated fittings shall be properly disposed of by the contractor. If the existing concrete saddles and footings and supports can be re-used and meet seismic requirements in California, then, they can be re-used and not removed and disposed of. There are not any archived drawings or design documents for this tank and footing supports. The New tank shall be properly pressure rated and stamped to meet all standard industry standards. An access inspection port shall be provided to allow a person to enter the tank, conduct periodic inspections and to provide any internal maintenance to the tank. The tank shall be completely functional for the application. The new tank shall not leak. The new tank shall be level and true when installed. The walls of the tank, welding, and fabrication and testing records shall be provided to the District. The tank orientation shall be bid as horizontal for the purpose of the RFP. Alternates regarding size and orientation and features are certainly welcome during the bidding process. Tank coatings that will minimize maintenance of the steel tank over time are welcome. The color of the new tank needs to be white. If design provisions can be made to protect the tank against the system drawing slight negative pressure due to the College Fire Academy drawing down water to fill fire trucks, or some other large water use, etc.. then that is preferred to reduce the risk of the tank collapsing again. If a compressed air blanket on the top of the tank is the solution, it should be monitored and verified. There needs to be backflow check valves or anti-siphon provisions so the tank does not draw down into a negative pressure condition. Over pressure protection shall also be provided for the tank with a pressure relief valve. All tank design work shall meet all State of California code and regulatory compliance requirements. All required signs and a steel nameplate shall be on the tank. The tank shall have at least three 4 diameter concrete filled steel bollards that extend into the ground at least 3 feet and 4 feet above the ground, painted with primer and 2 coats of yellow epoxy enamel paint to protect the tank from impacts. The new tank shall be ANSI Certified with Documentation, Stamped, Tested. There shall not be any sharp edges. All surfaces must be prepared and properly cleaned prior to coatings. The Tank, Coatings, Design shall be submitted to the District for review and approval prior to fabrication as shop drawings and calculations. All coatings, gauges, valves, and features of the tank must be included in the shop drawings submittal to the District.
